Florida Power Corporation (FPC) hereby submits the enclosed three (3) originals and forty (40) copies of Tech;.t cal Specification Change Request No. 142 requesting amendmr:nt to Appendix A of Operating License No. OPR-72.
As part of this request, the proposed replacement page for Appendix A is enclosed.
This submittal proposes to remove the tabular list of snubbers from the Techni-cal Specifications in accordance with the guidance provided in Generic Letter 84-13.
Approval of this submittal is requested to facilitate the timely implementation of the " Reactor Coolant Pump (RCP) Snubber Optimization" Project during the current unplanned RCP outage.
Florida Power Corporation anticipates startup to begin approximately March 10, 1986.
An amendment applicatien fee, check number 750542 of one hundred fifty dollars
($150), as required by 10 CFR 170, has been included with this Change Request.

3.7.9.1 Hydraulic Snubbers IESCRIPTION OF REQUEST:
his subnittal requests that the tabular listing of snubbers be runoved fran the Technical Specifications.
REASON IOR REQUEST:
his sutnittal was prompted ty Generic Intter 84-13, May 3, 1984, " Technical Specificatiom for Snubturs" which concludes that the tabular listing of snubbers included in Technical Specifications may be deleted by any Licensee sutmittirg a License Amendment.
Additionally, during repair work now being conducted on a Reactor Coolant Pump (RCP), several large tnre hydraulic snubbers will be re: roved.
Rather than reimtall these snubbers, Florida Ibwer Corporation would like to implemnt the "RCP Snubtur Optimization" Project that is presently under review by the NRC.
Wis subnittal will help facilitate the tirrely implementation of the "RCP Snubber Optimization" Project.
SAFETY EVAIDATION OF REQUEST:
his change is strictly administrative in nature and will not adversely impact the margin of safety at Crystal River Unit 3.
Any changes in snubber quantities, types, or location would to a change to the facility. As a result, such charges would be subject to the provisiom of 10 CFR 50.59, the FFC Ouality Assurance Prcgram which includes Plant Poview Canmittee and Nuclear Plant Manager review and approval prior to implementation, ard would be reflected in the plant records required b Section 6.10.2.a of the Technical Specifications.

SiOLLY EVAIBATION OF REQUEST:
Florida Powr Corporation (FFC) proposes that this amendment does not involve a significant hazards consideration.
We removal of the tabular listing of snubbers frua the Technical Specifications has no impet upon plant operation or safety.
Tne Technical Specifications will continue to require the snubbers to be oprable.
Appropriate actions to be taken if the snubbers are inoperable will also remain in Technical Specifications.
Additionally, the NRC staff has determined that inclusion of snubter listirns in Technical Specifications is not necessary because any changes in snubber quantities, types, or locations are controlled under the provisions of 10CFR50.59 as a charge to the facility.
h erefore, FPC concludes that there is rn significant hazards comiderations j
involved with the deletion of the tabular listing of snubbers.

r Based on the above, FIC finds that the amendmnt will not t
- 1. Involve a significant increase in the probability or consequence of an accident previously evaluated because the mmoval of the snubber listing does na impact the existiry snubber operability requirements.
- 2. Create the possibility of a new or different kind of accident fran any accident previously evaluated tecause the proposed change introduces no new node of plant operation ror does it require physical nodification to the plant.
- 3. Involve a significant mduction in the mrgin of safety.
Any reduction in the margin of safety will be insignificant since the purpre of the change is to confonn to the NRC guidance in Generic Intter 84-13.
Additionally, proposed charges to the snubbers will be subject to the provisions of 10CFR50.59 and, as a result, should any change significantly reduce the urgin of safety, an application for a license amndnent will be sutnitted in accordance with 10CFR50.90.
