Dear Sir:

In accordance with 10 CFR 72.212(b)(2), Duke Energy Florida, LLC (DEF), is registering with the NRC the final storage cask used to store spent fuel at the Crystal River Unit 3 (CR-3)

Independent Spent Fuel Storage Installation (ISFSI). The loading of spent fuel into storage cask was performed under the CR-3 general license. The cask registration information is provided in Enclosure 1.

DEF previously submitted a certification for permanent removal of fuel from the reactor vessel for CR-3 (Reference 1). Consequently, as specified in 10 CFR 50.82(a)(2), the 10 CFR Part 50 license for CR-3 no longer authorizes operation of the reactor or emplacement or retention of nuclear fuel into the reactor vessel. Upon implementation of license amendment number 255, the Part 50 license for CR-3 will no longer authorize storage of spent nuclear fuel in the spent fuel pool.

U.S. Nuclear Regulatory Commission 3F0118-02 Page 2 of 2 DEF hereby certifies that as of January 15, 2018, all spent nuclear fuel assemblies have been permanently transferred out of the Crystal River Unit 3 (CR-3) spent fuel pool and placed in storage within the Independent Spent Fuel Storage Installation (ISFSI).

This certification fulfills implementation requirements for license amendments 253 and 255 which revised the facility emergency plan and technical specifications for ISFSI only conditions (References 3 and 4). These amendments specify that they be implemented within a specific timeframe following DEF's submittal of written certification to the NRC that all spent nuclear fuel assemblies have been transferred out of the spent fuel pool and placed in storage within the ISFSI. Those amendments were issued to reflect the CR-3 decommissioning condition of final removal of all spent nuclear fuel from the CR-3 spent fuel pool and its transfer to dry cask storage within an ISFSI, while the License Amendment Request number 321 (Reference 2) was submitted reflecting the ISFSI only condition.
