SUMMARY

The Arkansas Nuclear One annual random testing rate is 50 percent. During this reporting period, approximately 25.6 percent of the population was randomly tested. The rate of positive tests from random testing was 0.49 percent. The total percentage of random testing for the year was 52.7 percent.

POSITIVE RESULTS:

During this six month reporting period, 1090 samples were collected and tested. Nine of these samples were confirmed positive for marijuana, cocaine, amphetamines, or alcohol.

MANAGEMENT ACTIONS:

Five of the nine persons who tested positive were pre-access contractors who were denied access. A sixth person was a randomly tested contract employee who was also denied access.

Three of the persons who tested positive were licensee employees. One tested positive during a random test and a second tested positive during for-cause testing. Both were mandatorily referred to the company's employee assistance program. These employees have returned to work and are enrolled in a follow-up testing program. A third tested positive during pre-access testing and was denied access. Management was notified and the individual's file was annotated to reflect the positive test and management's actions.

Two additional for-cause tests were administered due to behavioral observations and another due to an accident. These samples returned negative results.

One sample was considered suspect due to low specific gravity. A second sample was collected from the individual under direct observation and classified as "Other". Both samples were sent for testing and returned negative results.

EVENTS REPORTED TO THE NRC:

During this reporting period, there were no violations of the fitness-for-duty program that were reportable.

PROGRAM EVALUATION:

No programmatic problems were identified during this reporting period. A multi-site audit was conducted during this reporting period and determined that the fitness-for-duty program was effective in implementing applicable elements of the regulations.
