Description

Licensee Event Report 05000482/2010-013-00 described three examples where the alternative shutdown capability was not independent of the control room. This was a violation of License Condition 2.C(5). The performance deficiency was more than minor because it was associated with the protection against external events (fire) attribute of the Mitigating Systems Cornerstone and it adversely affected the cornerstone objective of ensuring the availability, reliability and capability of systems that respond to initiating events to prevent undesirable consequences. A bounding Phase 3 evaluation concluded that this issue had very low safety significance (Green) since each example was associated with a fire in 1 of the 103 control room cabinets. This issue was entered into the corrective action program as Condition Reports 030350 and 031408. This violation is also discussed in Section 4OA3.4.
