| Description | Technical Specification 5.4.1 requires that written procedures be established and implemented for activities provided in Appendix A of Regulatory Guide 1.33, Revision 2. Procedures specified in Regulatory Guide 1.33 include general procedures for the control of maintenance. Byron Procedure MA-BY-716-026-1001, Seismic Housekeeping, provides guidance and requirements for storage and staging of temporary plant equipment that was used to support plant maintenance. The use of this procedure would prevent temporary stored items from adversely impacting safety-related components during or following a seismic event. Contrary to these requirements, materials were transitionally staged in the Unit 2 Train B containment spray room following the Unit 2 Train B residual heat removal pump overhaul without proper restraint per procedure. This issue was documented in the licensees corrective action program as IR 733689 and IR 733692. This issue represented a finding of very low safety significance because it did not involve an actual open pathway or an actual reduction in function of hydrogen removal equipment in the reactor containment |
