| Title | Unresolved Discrepancies in the Licensing Basis of the Tower Makeup System |
| Description | The inspectors identified an unresolved item associated with the licensees control of the licensing basis of the tower makeup system. Specifically, the inspectors identified an issue of concern related to the adequacy of several changes the licensee made to the Columbia Generating Station Final Safety Analysis Report (FSAR) that redefined the role of the tower makeup system as the ultimate heat sink following a design-basis tornado and changed the system description from safety-related to nonsafety-related. During a review of the Columbia Generating Station FSAR, Section 9.2.5, Ultimate Heat Sink, the inspectors noted that the tower makeup system is credited with providing feed-and-bleed cooling when both service water spray ring headers are lost due to tornado missiles. The inspectors reviewed prior amendments to the FSAR and NUREG-0892, Safety evaluation Report related to the operation of WPPSS Nuclear Project No. 2, date
December 1983. From those documents, the inspectors determined that the origina licensing basis for the tower makeup system was to act as the ultimate heat sink following a design-basis tornado such that Columbia Generating Station could achiev and maintain safe shutdown. However, the inspectors found that the current FSAR doe not explicitly define the tower makeup system as the ultimate heat sink following a design-basis tornado. Furthermore, within the documents reviewed, the inspector identified several conflicting statements with regard to the safety classification of th tower makeup system. The inspectors also found that since 1983, the licensee ha completed 10 CFR 50.59 evaluations to justify changes to the FSAR that redefined th role of the tower makeup system as the ultimate heat sink following a design-basi tornado and changed the systems description from safety-related to non-safety-related Therefore, the inspectors identified an issue of concern related to the adequacy of thos changes. Additional inspection is required to determine whether the licensee made th subject changes in full compliance with 10 CFR 50.59.
