| Title | Failure to Establish Appropriate Agreements to Allow LaSalle County Station to be Notified in a Time |
| Description | On January 18, 1989, the NRC issued Amendments 61 and 42 to the LaSalle Operating Licenses, NPF-11 and NPF-18, approving the removal of ammonia detectors from the LaSalle Technical Specifications. Letters from C. Allen, Commonwealth Edison [the licensee for LaSalle at the time] to the NRC, dated March 6, 1987, as supplemented on January 6, 1988, March 9, 1988, and January 6, 1989, were incorporated into the amendments. Commonwealth Edison committed to have its Emergency Planning Organization pursue appropriate agreements so that LaSalle would receive timely notification of a major anhydrous ammonia release offsite that could potentially affect personnel safety and habitability at LaSalle.
Contrary to the above, as of June 20, 2015, the licensee located a 1990 letter from LaSalle County Emergency Services and Disaster Agency agreeing to notify LaSalle of events involving anhydrous ammonia in a timely manner. However, as of that date, when the licensee contacted LaSalle County Emergency Services and Disaster Agency, agency staff were unaware of this letter of agreement between the agency and LaSalle |
