| Description | The inspectors identified a Green non-cited violation (NCV) of Technical Specification (TS) 5.4.1(a), Procedures, related to the duties of the Shift Technical Advisor (STA) in response to a serious fire requiring control room evacuation. Specifically, procedure 1OM-56C.4.E, Shift Technical Advisors Procedure, Revision 23, directs the STA to perform substantial plant equipment operations outside of the control room (i.e., opening breakers, operating valves, electrical switching, etc.). These duties preclude the STA from maintaining sufficient independence to provide advisory technical support to the Unit 1 and 2 Operating Shift Crews as required by NOP-OP-1002 Conduct of Operations, Revision 12, and Unit 1 TS 5.2.2.f. |
