The inspectors identified a Green non-cite … The inspectors identified a Green non-cited violation (NCV) of Technical Specification (TS) 5.4.1(a), Procedures, related to the duties of the Shift Technical Advisor (STA) in response to a serious fire requiring control room evacuation. Specifically, procedure 1OM-56C.4.E, Shift Technical Advisors Procedure, Revision 23, directs the STA to perform substantial plant equipment operations outside of the control room (i.e., opening breakers, operating valves, electrical switching, etc.).
