5.J WALNU1 CREEK PLAZA SUITE 202 VALNUT CREEK CA 94596 OPERATING LICENSE DPR-54 00CKET No. 50-312 REPORTABLE OCCURRENCE 81-28 in accordance with Technical Specifications for Rancho Seco Nuclear Generating Station, Section 6.9.4.2b. and Regulatory Guide 1.16, Revision 4, Section C.2b(2), the Sacramento Municipal Utility District is hereby submitting a thirty-day report of Reoor table Occurrence 81-28.

On May 6.1981, while performing SP 201.10A, Safety System Hydraulic Snubbers Surveillance Inspection, one of the 77 snubbers in the inacces-sible category was.ound to be low on fluid. The particular snubber List No. 55-22, is exempt from functional testing per Technical Specifi-cations Table 4.14-1 ard therefore was determined to be inoperable.

Similar to the two "SS" designated snubbers reported to your office via LER 81-22, the cause of the low fluid level was either due to a problem with the accumulator internals or valve body.

Both the accumulator and the valve body were removed f rom the snubber and reworked. Upon reinstal-lation and refilling the snubber to the proper fluid level, the unit was determined to be operable.

During the Plant Review Committee's review of this occurrence., a concern was expressed that this particular unit was not discovered during the inspection conoucted the previous month.

To assure that consistent inspection results are oatained, the District's Quali ty Assurance Depart-ment will perform an aucit of the next regularly scheduled inspection.

Since the most recent inspection was scheduled early, in accordance with the Technical Specifications, the inspection time interval will remain at four months + 25%.

Since the unit was shutdown, there were no transients nor power

reductions associated with this event.
