Description

NRC Order EA 03-009 Paragraph C. (5).E requires for each inspection of the reactor vessel head required in the order, the licensee shall submit a report detailing the inspection results within 60 days after returning the plant to operation. Contrary to these requirements, the licensee did not submit a 60 day report for Unit 3 head inspections conducted during the last refueling outage, which ended December 23, 2007. This finding is determined to be of very low safety significance because the deficiency was identified, examinations that met the requirements of NRC Order 03- 009 were performed, and the report was subsequently submitted on April 22, 2008. The licensee entered the finding into their corrective action program as PIP 08- 01635
