| Description | Title 10 of the Code of Federal Regulations (CFR) Part 50.54(i-1), states, in part, ...the licensee shall have in effect an operator requalification program. The operator requalification program must, as a minimum, meet the requirements of 55.59(c) of this chapter. Notwithstanding the provisions of 50.59, the licensee may not, except as specifically authorized by the Commission decrease the scope of an approved operator requalification program. Contrary to the above, the licensee reduced the scope of the requalification program for a licensed Reactor Operator (RO) which did not meet the requalification examination requirements of 10 CFR 55.59(c)(4)(i) from January 1, 2012, until the licensee requested the ROs license be withdrawn on September 30, 2016. Specifically, the operator did not complete the requalification cycle for the years 2011- 2012 and did not take an annual operating exam or biennial written exam as required by 10 CFR 55.59. In accordance with the NRC Enforcement Policy, this violation was classified as Severity Level IV Violation (Section 6.4.d) because the operator was administratively restricted from performing licensed duties during this time. This violation was entered into the licensees corrective action program under CR 1195643. |
