Title | Licensee-Identified Violation |
Description | A violation of very low safety significance (Green) was identified by the licensee, has been entered into the licensees corrective action program, and is being treated as a Non-Cited Violation consistent with Section 2.3.2 of the Enforcement Policy. Enforcement:Violation: Technical Specification 3.7.6 requires that the combined useable volume of the Condensate Storage Tank (CST) and Primary Makeup Storage Tank (T81) shall be greater or equal than 100,000 gallons. LCO 3.7.6, Condition A states that if the useable volume is not within this limit then A.1 Verify OPERABILITY of backup water supplies in 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> andA.2 Restore condensate volume to within limit in 7 days. Condition B states that if the Required Action and associated Completion Time is not met then B.1 Be in MODE 3 in 6 hours6.944444e-5 days <br />0.00167 hours <br />9.920635e-6 weeks <br />2.283e-6 months <br /> and B.2 Be in MODE 4 without reliance on steam generators for heat removal in 30 hours3.472222e-4 days <br />0.00833 hours <br />4.960317e-5 weeks <br />1.1415e-5 months <br />. Contrary to the above, on December 7, 2017 and March 3, 2016, the licensee failed to enter and comply with the actions required by LCO 3.7.6 Condition A and Condition B when Primary Makeup Tank Makeup Control Valve CV2008 could not be fully opened, resulting in a combined useable volume of the CST and T81 of less than 100,000 gallons.Significance/Severity Level: The inspectors answered No to all the questions in IMC 0609, Appendix A, Exhibit 2, Mitigating Systems Screening Questions, because even though the CST and T81 volume were considered inoperable by the TS requirements, there was not a loss of safety function because credited backup water sources were available and operable.Therefore, the finding screened as Green.Corrective Action References: The licensee entered these issues into their CAP as CRPLP20175589, CRPLP20175554, CRPLP20175551, and CRPLP20161116 |
