In accordance with 10 CFR 20.2201(b)(1), PG&E is submitting the enclosed licensee event report (LER) 2005-001-00, regarding missing in-core detectors in the spent fuel pool (SFP) at the Humboldt Bay Power Plant (HBPP). The LER is being submitted to inform the NRC in a timely manner of the finding. A revision to the LER, including the details required to be reported in accordance with 10 CFR 20.2201(b)(1), including the cause analysis, will be submitted by June 30, 2005. This event does not adversely affect the health and safety of the public or plant workers.

During an investigation regarding the location of three 18-inch fuel rod segments cut from assembly A-49 (refer to PG&E Letter HBL-04-026 submitted to the NRC on November 19, 2004), Humboldt Bay Power Plant (HBPP) personnel identified missing in-core detectors. In-core detectors contain non-fuel special nuclear material (SNM) and were used inside in-core assemblies to measure reactor power level during plant operations. Each in-core detector is approximately 2-1/2 inches long, containing approximately 0.04 grams to slightly less than 0.002 grams of U235. HBPP records indicate 54 in-core detectors should be in the spent fuel pool, but HBPP personnel have been able to locate and positively identify 50 complete and three partial in-core detectors. On February 4, 2005, HBPP personnel determined that not all 54 in-core detectors could be located and notified the NRC.

The physical search for in-core detectors is complete. HBPP personnel are reviewing documents to provide the details required to be reported in accordance with 10 CFR 20.2201(b)(1). A supplemental LER will be issued to provide those details and to report the root cause and corrective actions. Most probable locations for the missing in-core detectors are licensed, monitored and restricted radiological control areas; therefore, this event does not adversely affect the public health and safety.
