Edwin I. Hatch Nuclear Plant Request to Revise Technical Specifications:

Improved Standard Technical Specifications Submittal Revision Gentlemen:

By letter dated February 25,1994, Georgia Power Company (GPC) proposed to convert the current Edwin I. Hatch Nuclear Plant Technical Specifications to the Improved Technical Specifications consistent with NUREG 1433. Attached is a partial revision to the February 25 amendment request. The attachment includes page change insertion I instructions. Any revisions to, or additional no significant hazards evaluations, are also j provided. The Environmental Assessment provided in the February 25,1994, submittal  !

remains valid. This revision is the result of additional analysis regarding secondary containment. A design change, which modifies the initiation signals for the Standby Gas Treatment System, is reflected in the attached. This design change will be implemented prior to implementation of the Technical Specification conversion. With this revision package, GPC believes all technical issues associated with the Improved Technical Specification conversion project have been resolved. Issuance of the Safety Evaluation Report for this amendment is requested by January 31,1995. This will support a March 15,1995 implementation date.
