Letter from Patrick L. Louden (NRC) to Bryan C. Hanson (EGC), "Clinton Power Station - NRC Inspection Report 05000461/2017011 and Preliminary White Finding," dated January 26, 2018 (ADAMS Accession No. ML18026A965)

On January 26, 2018, the NRC issued Inspection Report 05000461/2017011 to Exelon Generation Company, LLC (EGC) (Reference). The Inspection Report documented a self-revealing finding and an apparent violation (AV) of 10 CFR 50, Appendix B, Criterion XVI, "Corrective Action" and associated Technical Specification (TS) violations of TS 3.7.2, "Division 3 Shutdown Service Water (SX)," and TS 3.5.1, "[Emergency Core Cooling Systems] ECCS - Operating." The NRC preliminarily determined the finding to be White, with low to moderate safety significance. The finding involved the failure to correct a degraded condition identified as a result of the Division 3 SX pump failure in 2014.

The referenced letter requested verbal and written notifications, within 10 days of the date of the letter, regarding EGC's intention to present its perspectives on the facts and assumptions related to this finding to the NRC in either a Regulatory Conference or in writing.

EGC has elected not to contest the significance or characterization of the preliminary White finding. Consistent with the instructions of the inspection report, Ms. Karla Stoedter was contacted on February 2, 2018, and notified of EGC's intentions.
