DPR-42 and DPR-60 Request for Deferral of the Experience Eligibility Guidelines for Initial Licensed Operator Candidate for the Prairie Island Nuclear Generating Plant (PINGP)

Northern States Power Company, a Minnesota corporation, doing business as Xcel Energy (hereafter "NSPM"), requests that the NRC authorize deferral of the experience eligibility guidelines in NUREG-1 021, ES-202, section D.2.a.(1) which state that a non-licensed instant Senior Reactor Operator applicant should have a minimum of three years of responsible nuclear power plant experience (RNPPE), as defined in RG 1.8. At least six months of the RNPPE should be at the plant for which the applicant seeks a license and should not include any of the time spent in the control room as an extra person on shift. A maximum of one year of RNPPE may be fulfilled by academic or related technical training on a one-for-one basis.

Ms. Lauren Burmeister is currently in the Initial Licensed Operator class and scheduled to start the Generic Fundamentals Training the week of June 9, 2014. Ms. Burmeister's start date with NSPM at PINGP was December 1, 2013. Ms. Burmeister earned a BS Systems Engineering degree from the US Naval Academy in 2008 and graduated from the Naval Nuclear Power Training Command in 2011. Ms. Burmeister accrued 20 months experience as a Propulsion Plant Watch Officer (PPWO) on board the USS George H.W. Bush CVN 77 from February 2012 to October 2013. Per National Academy for Nuclear Training (NANT) ACAD 10-001, Guidelines for Initial Training and Qualification of Licensed Operators, Ms. Burmeister requires greater than or equal to 24 months of military experience as a PPWO, resulting in a four month shortfall. NSPM is requesting a waiver allowing Ms. Burmeister to be a SRO candidate based on her previous US Naval experience and time at this site.

The applicant meets all other eligibility requirements and the requested waiver (deferral) is the only item requiring deferral.
