NEW YORK DEC REQUEST FOR NRC INTERPRETATION RE USE OF EFFECTIVE DOSE EQUIVALENT IN DETERMINING COMPLIANCE WITH PART 61 Enclosed is a letter from the New York State Department of Environmental Conservation concerning an apparent inconsistency between Part 61 and NUREG-1300. Section 61.41 of Part 61 gives annual dose limits for the general population of 25 mrem whole body, 75 mrem thyroid and 25 mrem for any other organ. These limits are assumed to have been based on ICRP 2 concepts regard-ing dose. NOREG-1300 refers to the use of ICRP 30 and utilizes ICRP 26 and 30 concepts regarding effective dose equivalent. The State's questions mainly concern how NRC reconciles the use of ICRP 26 and 30 for the pre-licensing environmental review and the use of ICRC 2 concepts for determining compliance with 10 CFR 61.41. The State poses three specific questions they would like NRC to address.
I believe we should obtain NMSS assistance in drafting a response.
