4.2.1.6Theinspection intervalfortheInservice PumpandValveTestingProgramshallbetenyearintervals commencing withJanuary1,1981,1990and2000.4.2.1.7Theinspection intervals forSnubbersshallbeasdefinedinSpecification 4.14.BasisTheinservice inspection programprovidesassurance forthecontinued structural integrity ofthestructures, components andsystemsofGinnaStation.TheprogramscomplywiththeASMEBoilerandVesselCodeSectionXI"RulesforInservice Inspection ofNuclearPowerPlantComponents" aspracticable, withdueconsideration tothedesignandphysicalaccessofthe'tructures, components andsystemsasmanufactured andconstructed.
Thiscompliance willconstitute anacceptable basisforsatisfying therequirements ofGeneralDesignCriterion 32,AppendixAof10CFRPart50andtherequirements ofSection50.55a,paragraph gof10CFRPart50.4.2-3Proposed 4~14,SNUBBERSURVEILLANCE REUIREMENTS:
4.14.1EachsnubberrequiredbySpecification 3.13tobeoperableshallbedemonstrated operablebyperformance ofthefollowing inservice inspection programandtherequirements ofSpecification 4.2.a.VisualInsectionsThevisualinspection periodforsnubbersunderthisprogramshallbebasedontheresultsofthepreviousinspections.

Whenafluidportofahydraulic snubberisfoundtobeuncovered thesnubbershallbedeclaredinoperable andshallnotbedeclaredinoperable andshallnot.bedetermined operable'iafunctional testingunlessthetestisstartedwiththepiston'intheas-found'setting, extending thepistonrodinthetensionmodedirection.
Allsnubbersconnected toaninoperable commonhydraulic fluidreservoir shallbecountedasinoperable snubbers.
4.14-2Proposed c.Functional TestsAtleastonceper18monthsduringshutdown, arepresentative sample(atleast10-oofthesnubbersrequiredbySpecification 3.13)shallbefunctionally testedeitherinplaceorinabenchtest.Foreachsnubberthatdoesnotmeetthefunctional testacceptance criteriaofSpecification 4.14.1.d, anadditional 10-oofthesnubbersshallbefunctionally testeduntilnomorefailuresarefoundoruntilallsnubbershavebeenfunctionally tested.Therepresentative sampleselectedforfunctional testingshall,asfaraspractical, includethevariousconfigurations, operating environments, rangeofsizesandcapacities ofsnubbers.
Inadditiontotheregularsample,snubbersplacedinthesamelocations assnubberswhichfailedthepreviousfunctional testshallberetestedatthetimeofthenextfunctional test.Additionally, ifafailedsnubberhasbeenrepairedandreinstalled inanotherlocation, thatfailedsnubbershallalsoberetested.
Thesesnubbersshallnotbeincludedintheregularsample.4.14-3Proposed.
Ifduringthefunctional testing,additional samplingisrequiredduetofailureofonlyonetypeofsnubber,thefunctional testingresultsshallbereviewedatthattimetodetermine ifadditional samplesshouldbelimitedtothetypeofsnubberwhichhasfailed,thefunctional testing.SteamGenerator snubbersareexcludedfromthefunctional testingrequirements untilthefirstrefueling outagefollowing completion oftheSGsnubberreplacement program.d.Functional TestAccetanceCriteriaThesnubberfunctional testshallverifythat:1)Activation (restraining action)isachievedwithinthespecified rangeinbothtensionandcompression; 2)Snubberbleed,orreleaseratewhererequired, ispresentinbothtensionandcompression, withintheflispecified range;3)Whererequired, theforcerequiredtoinitiateorltmaintainmotionofthesnubberiswithinthespecified rangeinbothdirections oftravel;and4)Forsnubbersspecifically requirednottodisplaceundercontinuous load,theabilityofthesnubbertowithstand loadwithoutdisplacement isverified.
Testingmethodsmaybeusedtomeasureparameters indirectly orparameters otherthanthosespecified ifthoseresultscanbecorrelated tothespecified parameters throughestablished methods.4.14-4Proposed.
~P"II e.Functional TestFailureAnalsisAnanalysisshallbemadeofeachfailuretomeetthefunctional testacceptance criteriatodetermine thecauseofthefailure.Theresultsofthisanalysisshallbeused,ifapplicable, inselecting snubberstobetestedinanefforttodetermine theoperability ofothersnubbers, irrespective oftype,whichmaybesubjecttothesamefailuremode.Forthespecificcaseofasnubberselectedforfunctional testingwhicheitherfailstoactivateorfailstomove,i.e.,frozen-in-place, thecausewillbeevaluated and,ifcausedbymanufacturer ordesigndeficiency, allsnubbersofthesametypesubjecttothesamedefectshallbefunctionally testedorevaluated inamannertoensuretheiroperability.
Anytestingperformed aspartofthisrequirement shallbeindependent oftherequirements statedinSpecification 4.14.1.cforsnubbersnotmeetingthefunctional testacceptance criteria.
Foranysnubbersfoundinoperable, anengineering evaluation shallbeperformed onthecomponents towhichtheinoperable snubbersareattached.
Thepurposeofthisengineering evaluation shallbetodetermine ifthecomponents towhichtheinoperable snubbersareattachedwereadversely affectedbytheinoperability ofthesnubbersinordertoensurethatthecomponent remainscapableofmeetingthedesignedservice.4.14-5Proposed IrflI1J
~~f.SnubberSealServiceLifeMonitorin Thesealservicelifeofhydraulic snubbersshallbemonitored andsealsreplacedasrequiredtoensurethattheservicelifeisnotexceededbetweensurveillance inspections duringaperiodwhenthesnubberisrequiredtobeoperable.
Thesealreplacements shallbedocumented andthedocumentation shallberetainedinaccordance withTechnical Specification 6.10.2.BasisSnubbersareprovidedtoensurethatthestructural integrity ofthereactorcoolantsystemandallothersafetyrelatedsystemsismaintained duringandfollowing aseismicorothereventinitiating dynamicloads.Thevisualinspection frequency isbaseduponmaintaining aconstantlevelofsnubberprotection tosystems.Therefore, therequiredinspection intervalvariesinversely withthenumberofinoperable snubbersfoundduringaninspection.
Inspections performed beforethatintervalhaselapsedmaybeusedasanewreference pointtodetermine thenextinspection.
However,theresultsofsuchearlyinspections performed beforetheoriginalrequiredtimeintervalhaselapsed(nominaltimeless25-o)maynotbeusedtolengthentherequiredinspection interval.
Anyinspection whoseresultsrequireashorterinspection intervalwilloverridethepreviousschedule.
4.14-6Proposed Whenthecauseoftherejection ofasnubberisclearlyestablished andremediedforthatsnubberandforanyothersnubbersthatmaybegenerically susceptible, andverifiedbyinservice functional testing,thatsnubbermaybeexemptedfrombeingcountedasinoperable.
Generically susceptible snubbersarethosewhichareofaspecificmakeormodelandhavethesamedesignfeaturesdirectlyrelatedtothesnubberrejectedorarethosewhicharesimilarly locatedorexposedtothesameenvironmental conditions suchastemperature, radiation, andvibration.
Whenasnubberisfound,inoperable, anengineering evaluation ofthesupported component isperformed inordertodetermine ifanysafety-related component orsystemhasbeenadversely affectedbytheinoperability ofthesnubber.Thisevaluation isinadditiontothedetermination ofthesnubbermodeoffailure.Theengineering evaluation shalldetermine whetherornotthesnubberfailurehasimparted.
asignificant effectonorcauseddegradation ofthesupported component orsystem,toensuretheyremaincapableofmeetingthedesignedservice.4.14-7Proposed llEII Toprovideassurance ofsnubberfunctional reliability, arepresentative sampleoftheinstalled snubberswillbefunctionally testedduringplantshutdowns atlessthanorequalto18monthintervals.
Observedfailuresofthesesamplesnubbersshallrequirefunctional testingofadditional units.Hydraulic snubbersand.mechanical snubbersmayeachbetreatedasadifferent entityfortheabovesurveillance programs.
Theservicelifeofasnubberisevaluated viamanufacturer inputandengineering information throughconsideration ofthesnubberserviceconditions andfunctional designrequirements.
Theonlysnubbercomponents withservicelivesnotexpectedtoexceedplantlifearesealsando-ringsfabricated fromcertainsealmaterials.
Therefore, asealreplacement programisrequiredtomonitorsnubbersealando-ringservicelifetoassuresnubberoperability isnotdegradedduetoexceeding component servicelife.4.14-8Proposed m.Recordsoftheservicelivesofallhydraulic andmechanical snubberslistedintheXnservice Xnspection Programincluding thedateatwhichtheservicelifecommences andassociated installation andmaintenance records.6.10-3Proposed rt
