ATTACHMENT1TOAEP:NRC:1039CREASONSAND10CFR50.92ANALYSISFORCHANGESTOTHEDONALDC.COOKNUCLEARPLANTUNITNO.1ANDUNITNO.2TECHNICALSPECIFICATIONS Attachment1toAEP:NRC:1039CPage1DESCRIPTIONOFCHANGETechnicalSpecification(T/S)6.12.2presentlyrequiresthatlockeddoorsbeprovidedtopreventunauthorizedentryintohighradiationareasinwhichthedoserateisgreaterthan1000mrem/hr.ThesedoorsaretoremainlockedexceptduringperiodsofaccessbypersonnelunderanapprovedRWPwhichshallspecifythedoseratelevelsintheimmediateworkareas.Becausewehavesomeareaswhereitisnotpracticabletoprovidealockeddoor,ontheNRCstaff'sadvicewearerequestingapprovaltoimplementthestandardTechnicalSpecificationsprovisions.Specifically,weareproposingtocreatearoped-offareathatisconspicuouslypostedandhasaflashinglightwarningdevice.Thisprovisionwillonlybeusedinareaswhereprovidingalockeddoorisnotpossibleornotpracticableduetoareasizeorconfiguration.ThischangewasdiscussedwithmembersofyourstaffandisconsistentwiththeWestinghouseStandardTechnicalSpecifications.Also,wehavenotedtheconcernsexpressedinNRCInformationNotice88-79,"MisuseofFlashingLights.ForHighRadiationAreaControls."Asstatedabove,wewillonlyinvokethisprovisionforareaswherealockeddoorisnotaviablesolutiontocontrollingaccess.Per10CFR50.92,aproposedamendmentwillnotinvolveasignificanthazardsconsiderationiftheproposedamendmentdoesnot:(1)involveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated,(2)createthepossibilityofanewordifferentkindofaccidentfromanyaccident.previouslyanalyzedorevaluated,or(3)involveasignificantreductioninamarginofsafety.Criterion1Changingtheaccesscontrolrequirementsforhighradiationareasdoesnotimpactanyofthepreviouslyanalyzedaccidents.Therefore,webelievethatthischangewillnotinvolveasignificantincreaseintheprobabilityorconsequencesofanaccidentpreviouslyevaluated.Criterion2Theproposedchangedoesnotinvolveachangeinplantconfigurationoroperationandwillnotplacetheplantinanunanalyzedcondition;therefore,webelievethechangewillnotcreatethepossibilityofanewordifferentkindofaccidentfromanypreviouslyanalyzedorevaluated.

Attachment1toAEP:NRC:1039CPage2Criterion3TheCommissionhasprovidedguidanceconcerningthedeterminationofsignificanthazardsbyprovidingcertainexamples(48FR14780)ofamendmentsconsiderednotlikelytoinvolve"significanthazardsconsiderations.Webelievetheproposedchangeislesslikelythanthesixthexampleintheaboveguidancetoinvolveasignificanthazardsconsideration.Webelievethatropingofftheareaandpostingaflashinglightwillprovideadequateprotectionagainstunauthorizedentryintohighradiationareaswhereprovidinglockeddoorsisnotpossibleorpracticable.Therefore,webelievetheproposedchange'willnotresultinanincreaseintheprobabilityorconsequencesofapreviouslyanalyzedaccidentorreduceamarginofsafety,anddoesnotinvolveasignificanthazardsconsiderationasdefinedin10CFR50.92.

ATTACHMENT2TOAEP:NRC:1039CREVISEDPAGESFORTHEDONALDC.COOKNUCLEARPLANTUNITNO.1ANDUNITNO.2TECHNICALSPECIFICATIONS ADMINISTRATIVETROLS6.11RADIATIONPROTECTIONPROGRAMProceduresforpersonnelradiationprotectionshallbepreparedconsistentwiththerequirementsof10CFRPart20andshallbeapproved,maintainedandadheredtoforalloperationsinvolvingpersonnelradiationexposure.6.12HIGHRADIATIONAREA6.12.1Inlieuofthe"controldevice"or"alarmsignal"requiredbyparagraph20.203(c)(2)of10CFR20,eachhighradiationareainwhichtheintensityofradiationis1000mrem/hrorlessshallbebarricadedandconspicuouslypostedasahighradiationareaandentrancetheretoshallbecontrolledbyrequiringissuanceofaRadiationWorkPermit*.Anyindividualorgroupofindividualspermittedtoentersuchareasshallbeprovidedwithoraccompaniedbyoneormoreofthefollowing:a.Aradiationmonitoringdevicewhichcontinuouslyindicatestheradiationdoserateinthearea.b.Aradiationmonitoringdevicewhichcontinuouslyintegratestheradiationdoserateintheareaandalarmswhenapresetintegrateddoseisreceived.Entryintosuchareaswiththismonitoringdevicemaybemadeafterthedoseratelevelintheareahasbeenestablishedandpersonnelhavebeenmadeawareofit.Anindividualqualifiedinradiationprotectionprocedureswhoisequippedwitharadiationdoseratemonitoringdevice.ThisindividualshallberesponsibleforprovidingpositivecontrolovertheactivitieswithintheareaandshallperformperiodicradiationsurveillanceatthefrequencyspecifiedbythefacilityHealthPhysicistintheRadiationWorkPermit.6.12.2Therequirementsof6.12.1shallalsoapplytoeachhighradiationareainwhichtheintensityofradiationisgreaterthan1000mrem/hr.Whenpossible,lockeddoorsshallbeprovidedtopreventunauthorizedentryintosuchareas,andthekeysshallbemaintainedundertheadministrativecontroloftheShiftSupervisorondutyand/orthePlantHealthPhysicist(PlantRadiationProtectionSupervisor).DoorsshallremainlockedexceptduringperiodsofaccessbypersonnelunderanapprovedRWPwhichshallspecifythedoseratelevelsintheimmediateworkareas'ntheeventthatitisnotpossibleorpracticabletoprovidelockeddoorsduetoareasizeorconfiguration,theareashallberopedoff,conspicuouslypostedandaflashinglightshallbeactivatedasawarningdevice.*HealthPhysics(RadiationProtection)personnelshallbeexemptfromtheRWPissuancerequirementduringtheperformanceoftheirassignedradiationprotectionduties,providedtheycomplywithapprovedradiationprotectionproceduresforentryintohighradiationareas.COOKNUCLEARPLANT-UNIT16-21AmendmentNo.

ADMINISTRATIVETROLS6.11RADIATIONPROTECTIONPROGRAMProceduresforpersonnelradiationprotectionshallbepreparedconsistentwiththerequirementsof10CFRPart20andshallbeapproved,maintainedandadheredtoforalloperationsinvolvingpersonnelradiationexposure.6.12HIGHRADIATIONAREA6.12.1Inlieuofthe"controldevice"or"alarmsignal"requiredbyparagraph20.203(c)(2)of10CFR20,eachhighradiationareainwhichtheintensityofradiationis1000mrem/hrorlessshallbebarricadedandconspicuouslypostedasahighradiationareaandentrancetheretoshallbecontrolledbyrequiringissuanceofaRadiationWorkPermit*.Anyindividualorgroupofindividualspermittedtoentersuchareasshallbeprovidedwithoraccompaniedbyoneormoreofthefollowing:a.Aradiationmonitoringdevicewhichcontinuouslyindicatestheradiationdoserateinthearea.b.Aradiationmonitoringdevicewhichcontinuouslyintegratestheradiationdoserateintheareaandalarmswhenapresetintegrateddoseisreceived.Entryintosuchareaswiththismonitoringdevicemaybemadeafterthedoseratelevelintheareahasbeenestablishedandpersonnelhavebeenmadeawareofit.c~Anindividualqualifiedinradiationprotectionprocedureswhoisequippedwitharadiationdoseratemonitoringdevice.Thisindividualshallberesponsibleforprovidingpositioncontrolovertheactivitieswithintheareaandshallperformperiodic,radiationsurveillanceatthefrequencyspecifiedbythefacilityHealthPhysicistintheRadiationWorkPermit.6.12.2Therequirementsof6.12.1shallalsoapplytoeachhighradiationareainwhichtheintensityofradiationisgreaterthan1000mrem/hr.Whenpossible,lockeddoorsshallbeprovidedtopreventunauthorizedentryintosuchareas,andthekeysshallbemaintainedundertheadministrativecontroloftheShiftSupervisorondutyand/orthePlantHealthPhysicist(PlantRadiationProtectionSupervisor).DoorsshallremainlockedexceptduringperiodsofaccessbypersonnelunderanapprovedRWPwhichshallspecifythedoseratelevelsintheimmediateworkareas.Intheeventthatitisnotpossibleorpracticabletoprovidelockeddoorsduetoareasizeorconfiguration,theareashallberopedoff,conspicuouslypostedandaflashinglightshallbeactivatedasawarningdevice.*HealthPhysics(RadiationProtection)personnelshallbeexemptfromtheRWPissuancerequirementduringtheperformanceoftheirassignedradiationprotectionduties,providedtheycomplywithapprovedradiationprotectionproceduresforentry'intohighradiationareas.COOKNUCLEARPLANT-UNIT26-21AmendmentNo.
