PSEG did not assure that the design basis for safety-related buried cables was correctly translated into specifications, drawings, procedures, and instructions. Specifically,
PSEG did not maintain safetyrelated buried cables in an environment for which they were designed. The cables were found submerged. This was identified in PSEG\'s corrective action program as notification 20420237 to initiate review of the current manhole and cable monitoring promams, and to initiate long-term corrective actions. This finding is of very low safety significance (Green) because it did not represent an actual loss of safety function or contribute to external event core damage sequences
