February11,.1980L-49-80Re:TurkeyPointandSt.LuciePlantsDocketNos.50-250,50-251,and50-335OffsitePowerThisletterisforwardedinresponsetolettersdatedOctober1andOctober17,1979fromMr.A.SchwencerandMr.R.W.Reidofyourstaff.TheNRCletterswereonthegeneralsubjectofoffsitepowerandrequestedconsiderableinformationspecifictolossofoffsitepowereventsexperiencedbyFloridaPowertLightCompany(FPL).Thedetailedcompilationoftherequestedinformationrepresentsanextensiveefforttosegregatedataonoffsitepowerevents,muchofwhichalreadyexistsinotherFPLreports.Atthispoint,wehavedeterminedthatitwouldbelesstimeconsuming(animportantconsiderationgiventhemanpowerconstraintscausedbyNUREG-0578)andpossiblymoreusefulforustodescribethemanysignificantsystem-wideimprovementswehavemadesinceourfirstnuclearunitbecameoperationalin1972.ThisdescriptionisprovidedinAttachment1andshowsthedegreeofchangeexperiencedbytheFPLtransmissionsystemovertheinterveningyears.Thus,forthepurposeofevaluatinganelectricaltransmissionsystem,thevalueofcompilingdetailedinformationonoffsitepowereventsfromseveralyearspastwouldappeartobemuchlessfortheFPLsystemthanforasystemthathadnotbeenchanged.AlistingofmajorFPLoffsitepowereventsispresentedinAttachment2.Eacheventwasanalyzedtodetermineitscauseandtodeveloprecommendationstohelppreventrecurrence.Alargenumberofsuchreccmmendationshavebeenimplemented,withaconsequentincreaseinthestabilityandreliabilityoftheFPLsystem.Ingeneraltheimprovementscanbecategorizedasfollows:(1)anincreaseinthenumberandcapacityoftransmissionlines,withplansforfurtherexpansionofthe500kVportionofthesystem,,(2)improvedcontrolbymeansofanadvancedelectroniccontrolsystem,simulatortraining,andimprovedswitchingproceduresandemergencycontrolprocedures,(3)improvedsystemrelayprotection,ando~(4)revisedsystemoperatingpolicies.~3 Hr.OarrellG.Eisenhut,ActingDirectorPage2Inanattempttosupplyasmuchinformationaspossiblewhileminimizingourstaffworkload,wehavecompiledalistofreferencesrelatedtotheeventslistedinAttachment2.ThereferencesarepresentedinAttachment3.Wehopethattheattachedinformationwillsatisfyyourstaff'srequest.However,ifadditionalinformationisneededtoresolveanyremainingconcerns,pleaseletmeknow.FPLismorethanwillingtorespondtoyourstaff'sconcerns,butwewouldliketodosoinamannerthatminimizestheimpactonourlimitedresources.Verytrulyyours,/~-iRobertE.UhrigVicePresidentAdvancedSystems5(TechnologyREU/tSS/cphAttachments(3)cc:'1r.J.P.O'Reilly,RegionIIHaroldReis,Esquire
