1.0INTRODUCTION

ThisSemiannualRadioactiveEffluentReleaseReportisforRochesterGasandElectricCompany'sR.E.Ginnaplantandissubmittedinaccordancewiththerequire-mentsofTechnicalSpecificationSection6.9.1.4.ThereportcoverstheperiodfromJanuary1,1988throughJune30,1988.ThisreportincludesasummaryofthecpxantitiesofradioactivegaseousandlicpxideffluentsandsolidwastereleasedfromtheplantpresentedintheformatoutlinedinappendixBofRegulatoryGuide1.21,Revision1,June1974.AllgaseousandliquideffluentsdischargedduringthisreportingperiodwereincompliancewiththelimitsoftheR.E.GinnaTechnicalSpecifications.2.02.1SUPPLEMENTALINFORMATIONReulatorLimitsTheTechnicalSpecificationlimitsapplicabletoreleaseofradioactivematerialinliquidandgaseouseffluentsare:2.F1FissionandActivationGasesTheinstantaneousdoserate,ascalculatedintheODCM,duetonoblegasesreleasedingaseouseffluentsfromthesiteshallbelimitedtoareleaseratewhichwouldyield<500mrem/yrtothetotalbodyand<3000mrem/yrtotheskinifallowedtocontinueforafullyear.Theairdose,ascalculatedintheODCM,duetonoblegasesreleasedingaseouseffluentsfromthesiteshallbelimitedtothefollowing:(i)Duringanycalendarquarterto<10mradforgammaradiationandto<20mradforbetaradiation.2'.2RadioiodineTritiumandParticulatesTheinstantaneousdoserate,ascalculatedintheODCM,duetoradioactivematerialsreleasedingaseouseffluentsfromthesiteasradioiodines,radioactivematerialsinparticulateform,andradionuclidesotherthannoblegaseswithhalf-livesgreaterthan8daysshallbelimitedtoareleaseratewhichwouldyield<1500mrem/yrtoanyorganifallowedtocontinueforafullyear.

I' 2.1.3Thedosetoanindividual,ascalculatedintheODCM,fromradioiodine,radioactivematerialsinparticulateformandradionuclidesotherthannoblegaseswithhalf-livesgreaterthaneight.daysreleasedwithgaseouseffluentsfromthesiteshallbelimitedtothefollowing:(i)Duringanycalendarquarterto<7.5mremtoanyorgan.(ii)Duringanycalendaryearto<15mremtoanyorgan.LiuidEffluentsThereleaseofradioactiveliquideffluentsshallbesuchthattheconcentrationinthecirculatingwaterdischargedoesnotexceedthelimitsspecifiedinaccordancewithAppendixB,TableII,Column2andnotestheretoof10CFR20.Fordissolvedorentrainednoblegasesthetotalactivityduetodissolvedorentrainednoblegasesshallnotexceed2E-4uCi/ml.Thedoseordosecommitmenttoanindividualascalcu-latedintheODCMfromradioactivematerialsinliquideffluentsreleasedtounrestrictedareasshallbelimited:2.2(i)Duringanycalendarquarterto<1.5mremtothetotalbodyandto<5mremtoanyorgan,and(ii)Duringanycalendaryearto<3mremtothetotalbodyandto<10mremtoanyorgan.MaximumPermissibleConcentrationsMPC2.2'2Forgaseouseffluents,maximumpermissibleconcentrationsarenotdirectlyusedinreleaseratecalculationssincetheapplicablelimitsarestatedintermsofdoserateattheunrestrictedareaboundary.Forliquideffluents,themaximumpermissibleconcen-trationvaluesspecifiedin10CFR20,AppendixB,TableII,column2areusedtocalculatereleaseratesandpermissibleconcentrationsattheunrestrictedareaboundary.Avalueof2E-04uCi/mlisusedastheMPCfordissolvedandentrainednoblegasesinliquideffluents.
