ThepurposeofthisletteristoinformyouofthestatusofoursubmittaloftheSusquehannaSESPhaseII(re-evaluation)EnvironmentalQualificationReport,forClassIEEquipment,andtheprogramsupportingthisreport.Thesubmittalisclosetocompletion.Duringthepreparationprocessseveralitemshavearisenthatrequireresolutionanddocumentation.TheseincludeanapparentconflictinconclusionsconcerningthequalificationstatusofNSSScomponents,whichhasbeenresolvedandispresentlybeingdocumented,andamisunderstandingonthepartofaconsultantastotheformattobeusedforaportionofthework.Theproposedsubmittaldatewillallowustocorrecttheerrorinformatbytheconsultant,closeotheropenitems,andreportontherecentresolutionoftheNSSSequipmentqualificationstatusquestion.Inadditionweareintheprocessofsupplementingthetextofoursubmittaltocomplywiththelevelofdetailonourprogramproceduresandmethods,asrequestedbytheNRCduringtheMarch16,1981meetingonEnvironmentalEquipmentQualificationwithNTOLapplicants.ForthesupportprogramweareintheprocessofimplementingacentralfileatPP&L.ThisincludesthetransferofrecordsfromourArchitect-Engineer,Bechtel,andthecompletionofinternalproceduresthatwillresultinacon-trolledandauditablefile.ThisworkwhichwasbegunfollowingtheNRCordertooperatingplantsontheformationofacentralfile,andwhichwasacceleratedfollowingclarificationoftherequirementsandschedulebyNRCrepresentativesinameetingattheNRCofficesonFebruary24,1981,willbecompletedintimetosupportanauditbasedontheproposedsubmittaldate.qo0l]/.PENNSYLVANIAPOWER8LIGHTCOMPANY Nr.B.J.YoungbloodPage2~(pi)~iTherefore,andinaccordancewiththewishesexpressedbytheNRCduringthe<March16meetingthatthesubmittalandsupportiveprogrambeascompleteaspossiblepriortosubmittal,weproposetosubmitourreportonApril10,1981.Itisourbeliefthatthissubmittaldate,whichwillsupporttheNRCscheduleforissuanceofanSSERforSusquehanna,willincreasethecompletenessofoursubmittal,supporttheestablishmentofourcentralfile,andtherebyenabletheNRCtomoreefficientlyandeffectivelyexamineourEnvironmentalEquipmentQualificationprogram.Verytrulyyours,n~g('.W.CurtisVicePresident-EngineeringandConstruction-Nuclearmks
