Dear Mr. Youngblood:
The purpose of this letter is to inform you of the status of our submittal of the Susquehanna SES Phase II (re-evaluation)
Environmental Qualification Report
, for Class IE Equipment, and the program supporting this report.
The submittal is close to completion.
During the preparation process several items have arisen that require resolution and documentation.
These include an apparent conflict in conclusions concerning the qualification status of NSSS components, which has been resolved and is presently being documented, and a
misunderstanding on the part of a consultant as to the format to be used for a portion of the work.
The proposed submittal date will allow us to correct the error in format by the consultant, close other open items, and report on the recent resolution of the NSSS equipment qualification status question.
In addition we are in the process of supplementing the text of our submittal to comply with the level of detail on our program procedures and methods, as requested by the NRC during the March 16, 1981 meeting on Environmental Equipment Qualification with NTOL applicants.
For the support program we are in the process of implementing a central file at PP&L.
This includes the transfer of records from our Architect-Engineer,
- Bechtel, and the completion of internal procedures that will result in a con-trolled and auditable file.
This work which was begun following the NRC order to operating plants on the formation of a central file, and which was accelerated following clarification of the requirements and schedule by NRC representatives in a meeting at the NRC offices on February 24, 1981, will be completed in time to support an audit based on the proposed submittal date.

~ i Therefore, and in accordance with the wishes expressed by the NRC during the
<March 16 meeting that the submittal and supportive program be as complete as possible prior to submittal, we propose to submit our report on April 10, 1981.
It is our belief that this submittal date, which will support the NRC schedule for issuance of an SSER for Susquehanna, will increase the completeness of our submittal, support the establishment of our central file, and thereby enable the NRC to more efficiently and effectively examine our Environmental Equipment Qualification program.
