SUMMARYBasedontherawdata,thereviewofthecalculationsandtheresultingvaluesofairmassandleakagepercentageperdayallagreewiththevaluesinthereportsubmittedbyFloridaPowerandLight.ThereportvaluesforpressuresIand2,ResistanceHumidityDetectors(RHD)Ithru10,andResistanceTemperatureDetectors(RTD)Ithru40allcheckoutsatisfactorilyandaspredictableexceptforRHDI,whichhadasteadyincreaseastheattachedgraphindicates.Theaveragerelativehumidityfora24hourperiod,however,issatisfactory.TheILRTresultsaresatisfactoryandwithincriteriaestablishedforthetests.ConsideringthatnositevisitwasperformedinordertoobtainandreviewtheproceduresusedfortheILRTandthetestequipmentvalidation,ithastobeassumedthattheproceduresweresatisfactory.Additionally,itisassumedthatthepersonnelconductingthetestwerequalified.
BackroundVikingSystemsInternationalunderContractNo.NRC03-87-028wasaskedtoperformareviewoftheFloridaPowerandLightIntegratedLeakRateTest(completedMay17,1986)Reportandevaluatethetestresults.BasedonthiseffortaTechnicalEvaluationReport(TER)wastobeprepareddocumentingthetestresultsandtheadequacyofthetest.Duetotheabsenceofasitevisitthefollowingassumptionshadtobemade:a.Testprocedureswereadequateb.Testequipmentforcheckoutandcertificationwereappropriateforthetest,andc.Personnelconductingthetestwerefullyqualified.Theabovelimitationshavetobeconsideredintheappraisalofthisreport.-2-IntroductionTheILRTreviewwasconductedfromthedatasubmittedinthereport;datawhichwasrecordedatintervalsof15minutes.Thetestwascomprisedofa5.75hourtemperaturestabilizationphase,a24.0hourIntegratedLeakRateTest(ILRT)anda4.0hoursControlledLeakRateTest(CLRT).Thetestingprocedurewasinitiatedat0750houronHay16,1986andcompletedat1650hoursonNay17,1986.Thedataconsistsof40RTD's,temperaturereadings,2pressurereadings,and10RHD,relativehumidityreadings.Thedatawasprintedoutforevery15minutesoflapsetime.TheaveragetemperatureindegreesF,absolutepressureandrelativehumiditywasrecorded.Thevaporpressurewasalsocalculatedandrecorded.Therecordedpointswereutilizedtocompletethecalculationtodeterminetheweightoftheairmassinthecontainment.Theleakagewascalculatedonapercentageperdaybasiseveryquarterhour.-3-

TestReviewandSummarTheILRTreportwasreviewedforbothtechnicalaccuracyandclarityofpresentation.TheVikingcal'culatedcontainmentvolumeairmassweightleakagesagreedwiththosegivenintheILRTreportvalueswithinsignificantfigureroundout.SmalldifferencesbetweenthevaluesforairmassweightleakagesintheILRTreportandtheVikingcalculationsareattributedtodifferencesbetweentheinitialILRTreportvaluesobtainedbytheircomputerandourpresenthandvalues.Suchroundoffdifferencesareoftheorderofamaximumoffourpoundsintotalpressurevalueswhichwereoftheorderof450,000pounds.Theroundofferrorwasthereforelessthan0.0009%.Therawcomputerdatagiveninthereportwasobtainedin15minuteintervalsviaadataaccessingsystem.SuchinformationwassaidtohavebeenreviewedandverifiedbyFP&L.Assuch,thispreliminaryverification,priortoourownassessment,tendstoincreaseourconfidenceintheFP8Lvalues.Theacceptancecriteriafortheproposedtestwasaleakage-of0.2635perday.Thetotalresultsprovidedanoverallleakrateof0.076%andaleastsquarefittedleakrateof0.078$perday.Thetestleakagevalueswerethuslessthanthecriteriaandarethereforeacceptable.ITheresultsoftheILRTwereverifiedbytheControlledLeakageRate Test(CLRT).Asuperimposedflowof11.47SCFHwasaddedtotheleakagealreadypresentinthecontainment.Thissuperimposedflowwasequivalenttoaleakageof0.264'5perday.TheCLRTwasconductedforafourhourperiod.ThemeasuredCLRTleakagerateforthisperiodwas0.322%perday.Thetargetleakageforthistestwas0.342+0.088$perday.Thetestresultswerewithinthecriteria.ThevaluesforhumidityobtainedfromtherelativehumiditydetectorRHD81indicatedawidevariationduringthecourseoftheILRT.Thevaluesincreasedfrom33.62%RHatILRTtestinitiationto63.9Xne'artheendoftheILRTtest.Therelativehumidity,accordingtothisdetectorwasapparentlystillrising.Suchextremevariationinrelativehumidityisnotinaccordwithrelativehumiditiesobtainedfromtheotherrelativehumiditydetectorsandthereforeappearsanomalous.Thisindiviclualanomalydoesnotappreciablyaffecttheoveralltestresults,asmaybeseeninfigureIwheretheaveragerelativehumidityis54.88%.Sincenositevisitwasmade,testequipmentcertificationandpersonnelqualificationswereassumedtocomplywithtestqualityassurancerequirements.Theconsistencyoftheresultstendtoconfirmthisassumption.TheFPSLreportstatedthattheinspectionofinternalandexternalcontainmentstructureswasperformedpriortocontainmentpressurization1asrequiredbytheproposedleakagetest.Itisassumedthatsuchan 65'igure1:RelativeHumidityinContainmentversustimeelapsed.sincestartofleakratetest6055508woo4540353007Avg.Rel.Humidityforall10detectors:54.88%DetectorNo.10Avg.Rel.Humidity52.82%48.38%50.98%55.33%49.12%55.44%55.83%59.34%61.12%60.34%2025Timeelapsedsincestartoftest,hours inspectionwasperformed.Thereviewoftherawdataandtheresultsofthetypes"B"'nd"C"localleakageratetestwerecompletedbyFP&LpersonnelandappearacceptableasstatedintheFP8LLeakRateTestReport.Thetestproceduresfortestingpiping,electricalpenetrations,airlocksealsanddooroperatingmechanismscanbeassumedtocomplywiththetechnicalspecificationsforthesiteandthatthelatesttestresultsarerecordedintheILRTreport.Theinspectionofthecontainmentstructuresbothinternalandexternalareindicatedasbeingcompletedpriortothepressurizationofthecontainment.Reviewofthedatafortypes"B"and"C"localleakageratetestshavebeencompletedandareacceptableforILRT.Inspectionandreviewofalignmentofvalvesandbreakersfortestconditionarerequiredtocompletethetestingwithoutcausingamishapduringthedurationofthetesting.Theproceduresforcompletingtheaboveoperationwerenotavailableforreview;verificationthatallequipmentwasproperlysetupandcheckedofffor,futurereferencescouldthereforenotbeproperlyperformedbythisreview.TheinspectionofcontainmentmadenomentionofanyrepairsthatwererequiredbeforecontinuingtheILRT.ApreliminaryreviewofFSARsectionsandTechnicalSpecificationfortheLeakRateTesthasbeenperformedtocheckifthemethodologyofthe-testisconsistentwiththatinthereport.TherestillremainsaneedtoperformareviewofcontainmentpenetrationsandopeningleakageresultsleadinguptoactualILRT.Asitevisitwouldhaveprovidedthe-7 opportunitytoobtaintherequiredinformationtocompleteacomprehensivereportontheILRT.TherawdatausedintheFP&Lreportisstatedtohavebeenobtainedat15minuteintervals.Exactlyhowsuchdatawascollectedisnotclear.FromtheFP&Ldescriptionofthe'atacollectionmethodology,itissuggestedthattherawdatawascollectedonadataloggerandtransmittedtothecomputerat15minuteintervals.Thequestionremainsofhow15minutesofaccumulationofdatawashandledbeforetransfertothecomputer,isunanswered.Wasanaverageofthedatatransferredorwasthelastdatapointsimplytransferred?Also,detailsofhowthecomputerperformedthecalculationforvaporpressurechangesandmassleakageratesobtainedfrompressurereadingsarenotgiven.Since-thedatawasreviewedandverifiedbyFP&Lpersonnelasthetestprogressed,therawdatainthetablesprintedinthereportwereusedwithoutmodificationfortheircalculation.Arecalculationofthedataagreeswiththereportandvariesonlyinthelastnumberwhichistheresultofroundingoffthenumbers.AreviewofFSARrequirementscomparedwiththeprocedureforILRTconfirmsthatallrequirementsweremetorexceeded.TheILRTreportcalculationsforairmassandleakagerateperday,aresatisfactoryandmeetallcriteriaforthistest.8-SecificCommentsontheILRTReortCommentI-PageIoftheILRTReport"TheILRTTestwasperformedatapresureinexcessofthedesignatedtestpressurespecifiedintheFinalSafetyAnalysisReport".Thevaluesofthedesignatedtestpressureandtheactualtestpressuresshouldbespecifiedinthenextsentenceof'hereport.ItwouldnotthenbenecessarytolookuptestpressuresindatatablesandFSARsections.Comment2-Page2oftheILRTReport,Line14Change"killed"toannealedorchilled.Whatisintended?lComment3-Page3oftheILRTReportAgeneralformofthegaslawequationisgiven.Providethespecificgasequationandalsoprovideunitsforthevarious3parameters,i.e.pressureinpsia,volumeinfeet,etc.9
