Box 300 Seabrook, NH 03874 SUBJECT: SEABROOK STATION, UNIT NO. 1 -REQUEST FOR ADDITIONAL INFORMATION FOR LICENSE AMENDMENT REQUEST 13-05, "FIXED INCORE DETECTOR SYSTEM ANALYSIS METHODOLOGY" (TAC NO. MF2751) Dear Mr. Curtland: By letter dated September 10, 2013 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML 13260A 160), as supplemented by letters dated March 12, June 12, and December 11, 2014 (ADAMS Accession Nos. ML 14078A059, ML 14167 A430, and ML 14349A646, respectively), NextEra Energy Seabrook, LLC (NextEra or the licensee) submitted license amendment request (LAR) 13-05 for Seabrook Station, Unit No. 1 (Seabrook). The proposed amendment will modify the Seabrook Technical Specifications (TS). Specifically, the proposed amendment will revise TS 6.8.1.6.b, "Core Operating Limits Report," by adding AREVA Licensing Report ANP-3243P, Revision 1, "Seabrook Station, Unit 1 Fixed lncore Detector System Analysis Supplement to YAEC-1855PA," dated May 2014 (ADAMS Accession No. ML14167 A432), which supplements and modifies the previously approved methodology. A nonproprietary version of the AREVA Licensing Report ANP-3243NP, Revision 1, is contained in ADAMS Accession No. ML 14167 A431. The proposed change also modifies the surveillance requirements associated with the heat flux hot channel factor and nuclear enthalpy rise hot channel factor to include revised uncertainty values when measurement is obtained using the fixed incore detector system. The U.S. Nuclear Regulatory Commission (NRC) staff has determined that additional information is required to complete its review. The NRC staff's request for additional information (RAJ) is contained in the enclosure. A draft of these questions was previously sent to Mr. Michael Ossing of your staff on December 23, 2014, with an opportunity to have a teleconference to ensure that the licensee understood the questions and their regulatory basis, as well as to verify that the information was not previously docketed.

The U.S. Nuclear Regulatory Commission (NRC) staff has determined that additional information is necessary to complete its review under TAC No. MF2751. REQUEST FOR ADDITIONAL INFORMATION (RAI) Appendix B of the letter, dated June 12, 2014, provides a methodology for extrapolation of the evaluation model (EM) to conditions outside of the perturbation bounds used in the analysis. The NRC staff finds that the methodology provided in Appendix B is reasonable, but the NRC staff cannot determine the limits of the extrapolation. This situation is expected to occur very rarely, but as such, the NRC staff needs to make sure it is captured in a licensing document. The NRC proposes the following Facility Operating License Condition 2.G: If the methodology described in Appendix B of ANP-3243P, Revision 1, "Seabrook Station, Unit 1 Fixed lncore Detector System Analysis Supplement to YAEC-1855PA," is utilized in any plant surveillance then NextEra must notify the NRC by letter of the plant's conditions and results of that surveillance. In lieu of the proposed Facility Operating License Condition 2.G, NextEra may propose a change toTS 6.8, "Reporting Requirements," that captures the above information. Enclosure D.
