Revision No. 35 to the Salem Generating Station (Salem) Updated Final Safety Analysis Report (UFSAR) in accordance with the requirements of 10 CFR 50.71(e)(4) and 10 CFR 50.4(b)(6).

A complete updated copy of the Salem Technical Specification (TS) Bases in accordance with the requirements of TS 6.17.d and 6.16.d for Units 1 and 2, respectively.

A summary of changed/closed regulatory commitments that were not reported by other means since the last submittal in May, 2024, in accordance with Nuclear Energy Institute (NEI) Topical Report NEI 99-04.

NEI 99-04 A summary of changes made to the PSEG Quality Assurance Topical Report (QATR),

NO-AA-10, which documents the Salem/Hope Creek (SHC) Quality Assurance Program (QAP) in accordance with the requirements of 10 CFR 50.54(a)(3) and 10 CFR 71.106(b).

The results of a review performed as required by 10 CFR 54.37(b) to identify any newly-identified Structure, System, or Component (SSC) that would be subjected to an aging management review or evaluation of time-limited aging analyses (TLAAs) in accordance with 10 CFR 54.21.

Revision 35 to the Salem UFSAR is being submitted in its entirety electronically and contains identified text, table, and figure changes required to reflect the plant configuration as of May 31, 2025. In addition, there are general editorial changes. In accordance with 10 CFR 50.71(e)(2)(ii), a summary of changes made under the provisions of 10 CFR 50.59 but not previously submitted to the NRC is provided in Attachment 1. The previous revision to the Salem UFSAR was issued on May 9, 2024 (ADAMS Accession No. ML24130A159).

Based on NRC Regulatory Issue Summary (RIS) 2015-17, Review and Submission of Updates to Final Safety Analysis Reports, Emergency Preparedness Documents, and Fire Protection Documents, PSEG has reviewed Revision 35 of the UFSAR for security-related information (SRI). Consequently, two versions of Revision 35 of the UFSAR are being transmitted separately with this submittal. provides a version of Revision 35 to the Salem UFSAR which redacts the information that is SRI and designates it as Security-Related Information - Withheld Under 10 CFR 2.390. Enclosure 1 is suitable for public disclosure. provides the un-redacted version of Revision 35 to the Salem UFSAR and should be withheld from public disclosure under 10 CFR 2.390. The information that is SRI is designated by the statement Security-Related Information - Withhold Under 10 CFR 2.390 at the top of the affected pages. Upon separation of Enclosure 2, the remainder of this submittal may be made publicly available. and 4 provide complete updated copies of the Salem Unit 1 and Unit 2 TS Bases, respectively. This includes changes through November 5, 2025.

In accordance with the NEI process for managing NRC commitments and associated NRC notifications, PSEG performed a review of regulatory commitments to determine if there were any Salem changed or closed commitments that were not reported by other means since the last submittal on May 9, 2024. The review concluded that there were no changed or closed commitments during that time.

10 CFR 50.54(a)(3) requires that changes to the QAP description that do not reduce the commitments be submitted to the NRC in accordance with the requirements of 10 CFR 50.71(e). No changes to the QATR have been made since the last submittal on May 9, 2024.

NEI 99-04 An evaluation was completed to determine whether any newly-identified SSCs existed in support of submitting the Salem UFSAR, Revision 35. This evaluation involved reviewing pertinent documentation for the period subsequent to the last Salem UFSAR revision. The evaluation concluded that there were no newly-identified SSCs and no changes to the Salem current licensing basis that would have caused any newly-identified SSCs for which aging management reviews or TLAAs would apply.

As required by 10 CFR 50.71(e)(2)(i), I certify that to the best of my knowledge, the information contained in the Attachment and Enclosures to this letter, which pertains to the Salem UFSAR, Revision 35, accurately reflects information and analyses submitted to the NRC, or prepared pursuant to NRC requirements as described above. There are no new regulatory commitments contained in this letter.
