Subject: ACCEPTANCE REVIEW RESULTS FOR RELIEF REQUEST 49: ASME CODE SECTION REACTOR VESSEL HEAD FLANGE SEAL LEAK DETECTION PIPING (TAC NOS. MF0447, MF0448, AND MF0449) By letter dated December 19,2012 (Agencywide Documents and Management System (ADAMS) Accession No. ML12361A256), Arizona Public Service, licensee, submitted a request for relief (proposed alternative) from the American Society of Mechanical Engineers (ASME) Code, Section Reactor Vessel Flange Seal Leak Detection Piping. The purpose of this e-rnail is to provide the results the U. S. Nuclear Regulatory Commission (NRC) staff's review of this request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff complete detailed technical review. The acceptance is also intended identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
