Waterford 3 SES Docket No. 50-382 License No. NPF-38 Changes to the Waterford 3 Emergency Plan and Implementing Procedures Gentlemen:

In accordance with Appendix E of 10CFR50 and 10CFR50.4(b)(5), Entergy is submitting changes to the Waterford 3 Steam Electric Station (SES) Emergency Plan and its implementing procedures (Attachment 2). The changes to the Emergency Plan and its implementing procedures were reviewed in accordance with 1 OCFR50.54(q) requirements and were determined not to decrease the effectiveness of the Emergency Plan, and continued to meet the standards of 10CFR50.47(b) and the requirements of Appendix E.

The following procedures are included in this submittal:

1.

Emergency Plan (Revision 27, Change 4), Waterford 3 SES Emergency Plan.

The plan change was approved and implemented on July 24, 2002. A summary of the changes is provided in Attachment 1. Please note that only the changed pages of the plan are being submitted and should replace the current applicable pages in the plan.

EP-001-020 (Revision 26), Alert. Incorporated formatting and minor wording changes to comply with site guidance and implement lessons learned from an actual Alert event.

EP-001-001 (Revision 20, Change 1), Recognition and Classification of Emergency Conditions. Added indicator to Unusual Event D/UE/Il of a site specific credible threat to allow emergency classification whenever a threat to the plant has been identified. Revised Initiating Condition "B/UE/I to:

Unidentified or pressure boundary leakage greater than 10 gpm OR Identified leakage greater than 25 gpm to align procedure with industry standard for classifying an Unusual Event based on Reactor Coolant System leakage in accordance with the guidance of NUMARC/NESP-007.

4.

EP-003-040 (Revision 22, Change 1), Emergency Equipment Inventory.

Changes made to Attachment 7.7 to add forms for use at the offsite assembly area.
