Dear Sir or Madam:

By letter (Reference 1), Entergy Operations, Inc. (Entergy) proposed a change to the River Bend Station, Unit 1 (RBS) Technical Specifications (TSs) to revise the requirements for direct current (DC) sources in TS 3.8.4, 'DC Sources - Operating".

A revision to the original submittal (Reference 1) is provided in Attachment 1 to correct an error that was identified in the submittal. This error was discussed with Mike Webb, NRR Project Manager, following its discovery on February 16, 2005.

There are no technical changes proposed. The original no significant hazards consideration included in Reference 1 is not affected by any information contained in the supplemental letter. There are no new commitments contained in this letter.

That statement from the submittal is underlined in the following excerpt from Attachment 1, Section 4.0 (Page 4 of 7) of the submittal:

"The SBO diesel is presently included within the scope of 10 CFR 50.65, "Requirements for monitoring the effectiveness of maintenance at nuclear power plants" at RBS. The backup batterV charger is also contained within this program with a Maintenance Rule function of providing backup power to Technical Support Center computers. Entergy will appropriately include in this program the backup battery charger function associated with supporting this proposed TS change."

This statement was included to indicate that a maintenance rule function for the referenced backup battery charger previously existed. It has since been determined that the Maintenance Rule function referenced in the amendment request was not for the backup battery charger BYS-CHRG1D, 125 VDC BACKUP BATT CHGR as discussed in the submittal.

Therefore, the statement is being revised to strike that sentence from the submittal and will now read:

"The SBO diesel is presently included within the scope of 10 CFR 50.65, "Requirements for monitoring the effectiveness of maintenance at nuclear power plants" at RBS. The backup battery charger is also contained within this program with a Maintenance Rule function of providing backup power to Technical Support Ccnter computers. Entergy will appropriately include in this program the backup battery charger function associated with supporting this proposed TS change."

This change also applies to a duplicate statement extracted to the List of Regulatory Commitments provided in Attachment 4 of the original submittal.

This issue has been documented and addressed by the Corrective Action Process at River Bend Station.
