Dan, By letter dated December 2, 2010, as supplemented by letter dated December 13, 2010, Florida Power Corporation (the licensee) requested a one-time scheduled exemption to 10 CFR 55.59(c)(1) so that the current licensed operator requalification program period can be extended from 24 months to 26 months, ending April 30, 2011, for Crystal River Unit 3 (CR-3). The licensee in its letter dated December 13, 2010 stated that this letter superseded the December 2, 2010 letter.

The purpose of this e-mail is to provide the final results of the U.S. Nuclear Regulatory Commission (NRC) staff's acceptance review of this request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed change. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

In accordance with LIC-109, Acceptance Review Procedures, Revision 1, the NRC staff has reviewed the licensees application dated December 13, 2010, and concluded that it does provide technical information in sufficient detail to enable the staff to proceed with its detailed technical review and make an independent assessment regarding the acceptability of the proposed request in terms of regulatory requirements and the protection of public health and safety and the environment.
