Geraci:
This is in reply to your letter of September 16, 1979 to the Nuclear Regulatory Commission.
With.regard to your concern about fire protection of the wiringsystem of the San Onofre Nuclear Power Plant, I am enclosing excerpts from the NRC
/ "Fire Protection Safety Evaluation Report" for San Onofre Unit 1 of July 19, 1979. Included are the Table of Contents to indicate the extent of the evaluation, the Introduction, and the Conclusion. The finding is made that the licensee's proposed modifications are acceptable both with respect to the improvements in the fire protection program that they provide and with respect to continued safe operation of the facility, while the remaining items are completed.
As regards licensing of construction or operation of additional nuclear power plants, the Commission has requested that no operating license, construction permit, or limited work authorization be issued without prior approval of the Commission.
The Commission has also requested that the staff forward to all constructio'-'
permit and operating-license applicants for planning and guidance purposes the list of items related to the Three Mile Island accident from the Lessons Learned Task Force and in various NRC Bulletins and Orders, advising; the applicants that the list is not complete and will be updated as new information becomes available. The Commission has stated that the staff should continue to review on an on-going basis those areas not related to the Three Mile Island accident.
As a.practical matter, some time will be required before licensing activities and proceedings can'be completed on ppnding cases and before any licensing decision can be made. In any event, assure you that every effort is being made to ensure the continued protectionof the public health and safety at all nuclear plants that are currently operating or that may.begin operation in the future.

October 25, 1979 Safety violations in nuclear power plants are constantly being investigated by the NRC Office of Inspection and Enforcement, and corrective actions are required. A plan is currently being implemented.to place resident inspectors at all bperating nuclear power plants to facilitate the detection and correction of such violations.
As to Federal action to encourage the conservation of energy and the use of alternative-energy sources, these are matters that involve.the Department of Energy.
