Letter from H. B. Ray, SCE, to USNRC dated January 15, 1993, Amendment Application No. 210, Defueled Operator Qualifications and Staffing.

This letter transmits a description of our Fuel Handler Certification (FHC) program, modified to include on-the-job training (OJT) requirements for candidates previously licensed as Reactor Operators. This modified program description supersedes the description previously submitted for NRC approval.

Background

We submitted, in the referenced letter, a proposed change to those portions of the SONGS 1 Technical Specifications which require the use of operators licensed per 10CFR55.

The proposed change would allow the use of non-licensed operators qualified in accordance with site specific programs tailored to the plant's defueled condition. A description of the qualification program for the highest level of non-licensed operator, the Certified Fuel Handler, was submitted with the proposed change for NRC approval.

Modification to Certified Fuel Handler Program We have modified the FHC program to include OJT requirements for candidates previously licensed as Reactor Operators. The OJT requirements are similar to those specified in the original submittal, for FHC candidates not previously licensed. This modification was made in response to discussions with the NRC Project Manager and the NRC reviewer.
