1.0 PURPOSE The purpose of this document is to describe the certification and recertification of personnel as fuel handlers at San Onofre Unit 1.

2.0 SCOPE The training programs presented in this document address initial certification of personnel, certification of licensed operators, and the ongoing recertification of both groups of personnel to ensure the presence of a staff certified to operate the equipment and controls which are required to safely store and handle spent fuel at San Onofre.

3.4 10 CFR 50, Domestic Licensing of Production and Utilization Facilities 4.0 DEFINITIONS 4.1 Non-Certified Equipment Operator (NCEO) - A person who is trained and qualified to monitor and manipulate plant equipment.

4.2 Shutdown Control Room Operator (SCRO) - A person who is trained and qualified to monitor and manipulate plant equipment along with controls, instrumentation, and alarms in control room locations.

4.3 Certified Fuel Handler (CFH)

- A person who manipulates or directs the manipulation of equipment and controls that are important to the safe storage and handling of irradiated fuel.

4.4 CFH Initial Certification Training Program - Establishes the prerequisites, structure, content, and evaluations required to be completed by candidates for the position of CFH. Successful completion of the program results in initial certification of an individual as a CFH at San Onofre.

4.5 CFH Licensed Operator Certification Training Program - Establishes the prerequisites, structure, content, and evaluations, required to be completed by candidates who hold Reactor Operator (RO)

Licenses with the NRC. Successful completion of the program results in initial certification of the person as a CFH at San Onofre.

4.6 CFH Recertification Training Program - Establishes the prerequisites, structure, content, and evaluations required to be completed by CFHs to retain their certification status or to recertify. Successful completion of the program results in recertification as a CFH at San Onofre.

4.7 Spent Fuel Storage Facility - A complex designed and constructed for the safe storage and handling of spent nuclear fuel and other radioactive materials. The spent fuel facility at San Onofre consists of the spent fuel pit at Unit 1 along with the interconnected support systems.

4.8 Spent Fuel Storage Facility Experience - For the purpose of certification training programs, experience acquired at any of the following facilities shall be evaluated for applicability to San Onofre, Unit 1.

4.8.1 Experience acquired at any facility which is involved in maintaining nuclear spent fuel in a storage condition is applicable.

4.8.2 Experience acquired in the pre-operational and start-up reactor testing activities or operation of nuclear power plants including refueling is applicable.

4.8.3 Experience in design, construction, and operation of any nuclear facility is applicable.

4.9 Controls - Apparatus and mechanisms, the manipulation of which directly affects fuel movement, or the safe storage, cooling or shielding of the fuel.

4.10 Examination - An instrument/test used to measure knowledge, skills, or abilities in one or more subjects or topical areas. An examination may be in the form of a written instrument or operating test in a simulate or job performance mode.

5.0 PROGRAM REQUIREMENTS 5.1 Schedule 5.1.1 The CFH Initial Training Program shall be scheduled and conducted in order to ensure that a sufficient number of CFHs are available to comply with the San Onofre Technical Specifications.

5.1.2 The CFH Licensed Operator Certification Training Program shall be scheduled and conducted in order to transition existing ROs at San Onofre Unit 1 to CFHs.

5.1.3 The CFH Recertification Program shall be conducted for a continuous period not to exceed twenty four months in duration. Satisfactory completion shall be based on both an examination and course attendance.

5.2 Certification 5.2.1 Certification shall be granted only by the Plant Superintendent and remain in effect as long as the CFH remains current in the CFH Recertification Program.

5.2.2 The Plant Superintendent may grant a certification if one of the following conditions are met:

5.2.2.1 The candidate has successfully completed the CFH Initial Training Program.

5.2.2.2 The Candidate has successfully completed the CFH Licensed Operator Certification Training Program.

5.2.2.3 The candidate has held an SRO license at San Onofre-Unit

1.

5.2.2.4 The candidate is qualified as an Shift Technical Advisor on San Onofre Unit 1.

5.2.2.5 The candidate has held an SRO certification on San Onofre Unit 1.

5.2.3 A certification shall remain valid for a period of twenty four months from the date of certification and is contingent on the individual being enrolled and meeting the requirements of the Certified Fuel Handler Recertification Program.

6.0 CERTIFIED FUEL HANDLER INITIAL TRAINING PROGRAM 6.1 Prerequisites 6.1.1 The candidate shall have a High School diploma or equivalent combination of education and job related experience in accordance with ANSI 3.1-1981 and section 4.8 of this document.

6.1.2 The candidate shall be qualified as an NPEO/NCEO and CO/SCRO at San Onofre.

6.2 Program Overview 6.2.1 The CFH Initial Training Program is established to provide the training, evaluation and certification for replacement CFHs.

6.2.2 The Program is divided into two training phases. The two phases are classroom and on-the-job training (OJT).

6.2.3 The classroom training phase is designed to meet course objectives by utilizing instruction and testing in spent fuel storage and handling fundamentals, systems, procedures, and supervisory skills.

6.2.4 The on-the-job training phase is designed to apply the knowledge gained in the classroom phase on shift by participating in watchstanding with CFHs. A qualification guide documents the tasks performed or simulated during this phase of training.

6.3 Program Content 6.3.1 The classroom training phase covers the following topics:

.1 Operating and abnormal procedures

.2 Administrative controls

.3 Accident Analyses

.4 Design and Operation of Fuel Handling Equipment

.5 Technical Specifications

.6 Emergency Plan

.7 Supervisory Skills

.8 Applicable industry events and lessons learned 4

6.3.2 The on-the-job training phase covers all duties and responsibilities of a CFH along with all evolutions that are important to the safety of the spent fuel storage facility and its associated support systems.

6.4 Evaluation 6.4.1 Examinations shall be given to the candidates after completing topical areas during the classroom phase of training.

6.4.2 Job performance measures shall be given during the on-the-job training phase using pass/fail criteria.

6.4.3 An examination involving a written test and job performance measures is given to the candidates upon completion of the training program.

6.4.4 Satisfactory completion of training and subsequent certification shall be based on the results of this examination. The examination shall be graded on a pass/fail basis with successful completion being measured by the achievement of 80% or better.

7.0 CERTIFIED FUEL HANDLER LICENSED OPERATOR (CFHLO) CERTIFICATION TRAINING PROGRAM 7.1 Prerequisites 7.1.1 The candidate shall have held a Reactor Operator license on San Onofre Unit 1.

7.2 Program Overview 7.2.1 The CFHLO Certification Training Program is established to provide supplemental training in technical topics and supervisory skills in order to certify the candidate at the same level as the CFH in the Initial Certification Program.

7.2.2 The Program is divided into three training phases. The three phases are classroom, self study, and on-the-job training.

7.2.3 The classroom phase involves participating in the supervisory skills courses which apply to the CFH.

7.2.4 The self study phase involves reviewing licensing type documents and procedures not previously covered in the license programs. A self study guide provides the structure for this phase of the program.

7.2.5 The on-the-job training phase is designed to apply, on shift, the knowledge gained in the classroom and self study phases by participating in watchstanding with CFHs. A qualification guide documents the tasks performed or simulated during this phase of training.

7.3 Program Content 7.3.1 The classroom phase of the program covers the following types of topics depending on the candidate's past training:

.4 Design and Operation of Fuel Handling Equipment 7.3.2 The self study phase of the program covers the following types of topics depending on the candidate's past training:

.1 Operating and abnormal procedures

.4 Technical Specifications

.5 Emergency Plan

.6 Applicable industry events and lessons learned 7.3.3 The on-the-job training phase covers all duties and responsibilities of a CFH along with all evolutions that are important to safety of the spent fuel storage facility and its associated support systems.

7.4 Evaluation 7.4.1 Upon completion of the self study phase of the program, a written test shall be administered to evaluate the candidate's knowledge of the topics.

7.4.2 Job performance measures shall be given during the on-the-job training phase using pass/fail criteria.

7.4.3 Satisfactory completion of training and subsequent certification shall be based on the results of this examination. The examination shall be graded on a pass/fail basis with successful completion being measured by the achievement of 80% or better.

8.0 CERTIFIED FUEL HANDLER RECERTIFICATION PROGRAM 8.1 Prerequisites 8.1.1 Candidates must hold or must have held a fuel handler certification at San Onofre.

8.2 Program Overview 8.2.1 The CFH Recertification Program is established to maintain the certification of CFHs.

8.2.2 The CFH Recertification Program is divided into three training phases. They are the classroom phase, the OJT phase, and the self study phase.

8.3 Program Content 8.3.1 The CFH Recertification Program is designed to review selected topics of the initial training program shown in section 6.3.1 during the classroom phase of the recertification cycle.

8.3.2 The CFH Recertification Program is also designed to provide opportunity for ongoing Professional Development.

8.3.3 In-plant time will be maximized on abnormal evolutions in accordance with the appropriate procedures for OJT.

8.3.4 Recertification training will be scheduled for activities planned or in progress as a part of OJT.

8.3.5 Recertification training will also provide specialized training for generic weaknesses in job performance as a part of both classroom and OJT as appropriate.

8.3.6 On a two year frequency, each CFH will document the self study review of all abnormal procedures along with revisions to all procedures.

8.4 Evaluation 8.4.1 Periodic exams shall be given to all CFHs during the two year cycle based on shift rotation.

8.4.2 CFHs must pass an annual operating test including team drills and individual task evaluation.

8.4.3 A comprehensive written examination shall be administered on a biennial basis to determine the individual's knowledge to continue to safely operate the spent fuel storage facility.

8.4.4 Satisfactory completion of the training and subsequent recertification shall be based on the results of both the comprehensive and operating examinations along with the attendance and self study records.

8.4.5 Should the performance of the CFH be deemed unsatisfactory, the CFH shall be suspended from CFH duties and shall meet the conditions for certification prior to resumption of CFH duties.

8.5 Conditions for Certification 8.5.1 All CFHs shall participate in The CFH Recertification Program unless sickness, shift change or other justifiable cause precludes their attendance. After returning to a normal schedule, any training missed shall require satisfactory completion within three months using documented self study, one-on-one instruction, or reading assignments as appropriate.

In addition, any examinations missed shall be completed within three months. If training or examinations are not satisfactorily completed, the individual shall be suspended from CFH duties. Resumption of duties can occur after the recertification requirements below are met.

8.5.2 A CFH who fails to achieve a passing grade on the biennial written test or operating examination shall be remediated and reexamined. A CFH who fails either of these tests shall be removed from CFH duties while the remediation and retesting is taking place. Passing the retest constitutes the only condition for reinstating the certification. A CFH who fails the retest must be enrolled in an accelerated recertification program. A passing grade is required before reactivation as a CFH.

8.5.3 Recertification requirements are as follows:

Enrolled in the CFH Recertification Program 80% or greater on the biennial examination and a pass rating on the operating Job Performance Measures.

Satisfactory attendance and participation in the CFH Recertification Program 8.5.4 The minimum number of hours that must be worked to keep a certification active shall be eight hours per calendar quarter.

8
