[Secondary] Containment LCO 3.6.4.1 The [secondary] containment shall be OPERABLE.

MODES 1, 2, and 3, During movement of [recently] irradiated fuel assemblies in the
[secondary] containment, During operations with a potential for draining the reactor vessel (OPDRVs).
