ThepurposeofthisletteristoprovidetheresultsoftheU.S.NuclearRegulatoryCommission(NRC)staffsacceptance reviewofthisreliefrequest.Theacceptancereviewwasperformedtodetermineifthereissufficienttechnical informationinscopeanddepthtoallowtheNRCstafftocompleteitsdetailedtechnicalreview.Theacceptancereview isalsointendedtoidentifywhethertheapplicationhasanyreadilyapparentinformationinsufficienciesinits characterizationoftheregulatoryrequirementsorthelicensingbasisoftheplant.

PursuanttoSection50.55a(a)(3)(i)and50.55a(a)(3)(ii)ofTitle10oftheCodeofFederalRegulations(10CFR),the applicantshalldemonstratethattheproposedalternativeswouldprovideacceptablelevelofqualityandsafety,orthat compliancewiththespecifiedrequirementsofSection50.55awouldresultinhardshiporunusualdifficultywithouta compensatingincreaseinthelevelofqualityorsafety.

TheNRCstaffhasreviewedyourapplicationandconcludedthatitdoesprovidetechnicalinformationinsufficientdetail toenabletheNRCstafftocompleteitsdetailedtechnicalreviewandmakeanindependentassessmentregardingthe acceptabilityoftheproposedreliefrequestintermsofregulatoryrequirementsandtheprotectionofpublichealthand safetyandtheenvironment.Giventhelesserscopeanddepthoftheacceptancereviewascomparedtothedetailed technicalreview,theremaybeinstancesinwhichissuesthatimpacttheNRCstaffsabilitytocompletethedetailed technicalreviewareidentifieddespitecompletionofanadequateacceptancereview.Youwillbeadvisedofanyfurther informationneededtosupporttheNRCstaffsdetailedtechnicalreviewbyseparatecorrespondence.
