Dear Mr. Parker:

Since 1976, the NRC staff has been reviewing the potential impact of reservoir induced earthquake activity at Lake Jocassee on Jocassee dam and the Oconee Nuclear Power Plant located about 11 miles downstream. Seismic activity was associated with the reservoir filling in 1975. The largest event was a magnitude (ML) 3.2 earthquake on November 25, 1915. Since 1975 seismic monitoring at Lake Jocassee has continued, although the rate of seismicity dropped. On August 25, 1979, a magnitude 3.6 earthquake occurred near Lake Jocassee. There were about 15 aftershocks in the week following the eafthquake. More recently, on September 25, 1979, a magnitude 2 earthquake occurred near the lake.

Therefore, we request Duke Power Company to inform the Operating Reactor Project Manager by telephone of any unusual activity as soon as possible after the event. Unusual activity should be considered any of the following:

1. any eahhquake larger than magnitude 2.0
2. more than 100 events per-week
3. any plans to change water level in the reservir by more than 5 feet in one day or 10 feet in one week.

In addition, the Branch Chief, Operating Reactors Branch #4, should be notified by letter of any earthquake larger than magnitude 2.5 in the vicinity of the Oconee Nuclear Station or Lake Jlcassee. The letter should include the magni tude and hypocenter of the event. If the earthquake is felt, summaries of intensity reports should be included in the report. A copy of at least one "typical" seismogram should be included to show data quality and type of seismic activity.
