In conjunction with our review of the revised Oconee Nuclear Power Station Safeguards Contingency Plan dated August 3, 1979, we have prepared the enclosed list of revisions and additions that we believe should be made to the plan. A copy of this list was given to Mr. Gill of your staff during his visit to Bethesda on March 4, 1980.

It is requested that you submit revised pages to the plan that incorporate the listed revisions and additions within 30 days of the date of this letter.

  • E ENCLOSURE SECURITY-RELATED INFORMATION 10 CFR 2.790(d) INFORMATION COMMENTS UPON SAFEGUARDS CONTINGENCY PLAN OCONEE NUCLEAR POWER STATION General Comment It is requested that you submit revised plan pages with an appropriate revision number and date. It should be borne in mind that the plan serves as a means of developing guidance for actions to be taken by members of your organization during periods of emergency and possible confusion.

The plan shall be revised to explicitly commit to the requirements in 10 CFR 73.40(c).

Specific Comments 1.3.1 Add or incorporate into this section and in the appropriate sections of the Generic Planning Base and Responsibility Matrix, the following events:

Loss or degradation of the protected area lighting systems Loss or degradation of the security systems power Sabotage device rendered inoperable, tamper/deranged equipment restored, intruder/saboteur captured or escaped.

2.2.10 In the Decisions/Actions under step 6, confirm that these individuals shall receive indoctrination of their special duties, responsibilities and authority prior to assuming any security duties.

Identify by number the, "appropriate contingency.event" in the Next Step

section, 2.2.13 To the title of this event add, "intrusion detection systems, alarm annun ciation systems and electrical/mechanical access control devices."

Add to the Decisions/Actions, "Direct security force personnel to investi gate," "Determine if an intrusion has occured," "Notify the LLEA if neces sary" and "Notify NRC/OIE Region II."

Add to the Next Step section "Event 15 if there is evidence of intrusion."

Add to the Data Required section, "Location of failure."
