NRC INSPECTION REPORT 50-269/98-10, 50-270/98-10, 50-287/98-10 AND
Dear Mr. McCollum:
On November 28, 1998, the Nuclear Regulatory Commission (NRC) completed an integrated
inspection at your Oconee 1, 2, and 3 reactor facilities. The enclosed report presents the
results of that inspection.
During the six-week period covered by this inspection, your conduct of activities at the Oconee
facilities was generally characterized by safety conscious operations, maintenance, and
Oengineering practices. Examples of procedural adequacy or non-compliance problems are
identified in the attached report. While none of these issues has resulted in a significant.
transient or event, we are concerned that they may represent an emerging negative trend in
human performance.
Based on the inspection findings, two violations of NRC requirements are cited in the enclosed
Notice of Violation (Notice), and the circumstances surrounding the violations are described in
detail in the enclosed report. However, the NRC has concluded that information regarding the
reasons for these violations, the corrective actions taken and planned to correct the violations
and prevent recurrence are already adequately addressed in this report. Therefore, you are
not required to respond to this letter unless the description therein does not accurately reflect
your corrective actions or your position. In that case, or if you choose to provide additional
information, you should follow the instructions specified in the enclosed notice.
Also, during the inspection period, the NRC received your letter dated November 16, 1998,
regarding NRC Inspection Report 50-269,270,287/98-08. You commented on inspection report
statements concerning design characteristics of the Oconee plant. We plan to followup on
your comments in future inspections.
