This letter refers to the special

inspection

conducted

by Messrs.

A.

D.

Johnson

and

M. Cillis of this office on April 8,

1990,

through April 13,

1990,

and April 18 - 20,

1990, of activities authorized

by

NRC Licenses

NPF-41,

NPF-51

and NPF-74

and to the discussion of our findings held by Messrs.

Johnson

and Cillis with Mr.

D.

R. Heinicke and other members of your staff at

the conclusion of the inspection.

The inspection

was conducted

to review two allegations

related to radiation

protection activities durinq the walkout by some radiological services

~

technicians

between

the period of March 27,

1990,

and April 5,1990.

The

allegation,

which was brought to Region V's attention

on March 28,

1990,

was

brought to the licensee's

attention

by telephone

and in a Region

V letter

dated

March 28,

1990.

The Region

V letter

requested

the licensee

to inform us

of their findings regarding the allegations that were identified within 30

days.

Areas

examined during this inspection

are described

in the enclosed

inspection report.

Within these

areas,

the inspection consisted

of selective

examinations

of procedures

and representative

records,

interviews with

personnel,

and observations

by the inspectors.

Three apparent violations were identified within the scope of this inspection.

The violations are not being cited because

the criteria specified in 10 CFR Part 2, Appendix C, Section

V.

G. of the Enforcement Policy were satisfied.

In accordance

with 10 CFR 2.790 (a),

a copy of this letter and the enclosure

will be place in the

NRC Public Document

Room.
