In NUREG-1435, Vol. 2, "Status of Safety Issues at Licensed Power Plants," the staff identifies the status of USI A-48 "Hydrogen Control Measures and Effects of Hydrogen Burns," for D.
C.
Cook 1 8 2, as scheduled for implementation by "12/91."
The "12/91" date reflects the anticipated date of submittal of your Individual Plant Examination (IPE).
As we stated in our April 10, 1989 letter, our review of the forthcoming hydrogen supplement to your IPE will subsume the uncompleted hydrogen review effort which terminated in 1986.
However, the "12/91" date in NUREG-1435 presents a misconception which we hereby wish to clarify for record purposes.
The resolution of Unresolved Safety Issue A-48 "Hydrogen Control Measures and Effects of Hydrogen Burns on Safety Equipment" is described in and is the subject of NUREG-1370.
An acceptable means of implementation of A-48, consistent with 10 CFR 50;44, for ice condenser facilities, consists of installation of a hydrogen ignitor system and the performance of additional confirmatory research relating to equipment survivability.

Cook, Units 1 and 2 currently have operable hydrogen ignitor systems, as approved by the staff in a Safety Evaluation (SE) dated December 17, 1981.
- However, because the confirmatory analyses for compliance with 10 CFR 50.44 have not been completed, but are to be performed in conjunction with the IPE, final compliance with 10 CFR 50.44, is currently "indeterminate."
To clarify the information contained in NUREG-1435 regarding the status of the hydrogen control system at Donald C.
Cook, Units 1 and 2, the staff has decided to take the position, that unless IPE findings demonstrate otherwise, A-48 is "implemented" at D.
C.
Cook, Units 1 and 2.
We do not intend to prepare a second or final SE on the subject of hydrogen control unless warranted by your IPE findings.
Consistent with the commitment of your October 24, 1989 letter describing the hydrogen analyses you are performing as part of your IPE, we request that you clearly and specifically address compliance with the requirements of 10 CFR 50.44 in your IPE submittal.
