Dear Mr. Whitley: In response to your application dated March 31, 2017, the U.S. Nuclear Regulatory Commission has granted the enclosed Exemptions and issued the enclosed Amendment Nos. 111 and 110 to Combined License (COL) Nos. NPF-91 and NPF-92 for the Vogtle Electric Generating Plant (VEGP) Units 3 and 4, respectively. The amendments consist of changes to Tier 2 information in the Updated Final Safety Analysis Report (UFSAR), and plant-specific Tier 1 information in the Design Control Document, with corresponding changes to Appendix C of the Facility COLs.
The amendments authorize changes to the VEGP Units 3 and 4 UFSAR in the form of departures from the incorporated plant-specific Design Control Document Tier 2 information and involve changes to COL Appendix C in regards to the passive core cooling system low pressure injection and fourth-stage automatic depressurization system flow resistances. This includes changes to inspections, tests and acceptance criteria and UFSAR information in various locations.
The exemptions allow a departure from elements of the certified information in Tier 1 of the AP1000 Certified Design Control Document, as specified in License Amendment Request 17-009. These exemptions are related to, and necessary for the granting of the amendments, which are being issued concurrently with these exemptions.
