  • Palisades Nuclear-Generating :elant Docket No. 50-255 Covert, MI INCORRECT.LINE-UP OF CONTAINMENT SUMP ISOLATION VALVE The licensee's review and analysis indicate that all of the emergency core cooling system pumps on the affected line would have been subjected to air binding and thus could not have been relied upon to perform their intended safety function, if the ECCS had been called upon to operate during the time the containment sump valve CV 3030 was mispositioned in the open position.

Containment pressure associated with either a large break LOCA or main steam line break would be sufficient to cause the sump line check valve on the affected line to open by overcoming the 30 psig head from the safety injection and refueling water tank and close the SIRW tank check valve in the affected line.

Thus, not only would air be supplied to the suction of these pumps but the~r supply of water would also be stopped.

The redundant ECCS train which has redundant supply lines from the SIRW tank and from the containment sump was properly aligned and operable.

That train includes one high pressure safety injection pump, one low pressure safety i:njection pump, and one contairnnent spray pump.

That combination along with containment fan coolers meet the design criteria for the worst case LOCA but does not meet the design criteria for a main steam line break.

The main steam line break analysis requires, in addition to the other pumps listed above, that an additional high pressure safety injection PUlllP be operable along with two charging pumps.

The charging pumps were always operable.

Two Region III specialists were onsite on July 29, 1980, to review this event and the licensee's calculations.

In addition the resident inspector was onsite to aid in this review and is currently onsite participating in the con-tinuing review and analysis of this matter.

Region III and Headquarters Staff personnel are reviewing this event and appropriate enforcement -actions will be taken.

The State of Michigan will be notified of the update material.
