PALISADES PLANT RESPONSE TO NRC GENERIC LETTER 81-21 11 NATURAL CIRCULATION COOLDOWW' By letter dated November 16, 1981, you responded to NRC Generic Letter 81-21, 11Natural Circulation Cooldown 11

, dated May 5, 1981 for the Palisades Plant.

Your response was supplemented by letter dated November 17, 1983.

We have reviewed your submittals and conclude that there is reasonable assurance that steam formation at the upper head of the reactor vessel during natural circulation cooldown will not occur.

This conclusion is based on our review of the Combustion Engineering study applicable to the Palisades Plant, the training program for natural circulation cooldown and the existence of sufficient condensate supply consistent with our recommendations.

A copy of our Safety Evaluation is enclosed.

The effects on natural circulation of having a large percentage of steam generator tubes plugged must be addressed in your upcoming submittals regarding the corrective measures resulting from the recent steam generator eddy current testing. At that time you should also address whether these effects change any of the information you provided in response to Generic Letter 81-21.
