RCP 'C' Fire Protection

1. Description of Event

With unit in normal operation at rated power, it was determined that compensatory surveillance on RCP "C" stator and bearing temperatures had not been performed hourly as required, from 1650 on 10-15-78 to 0138 on 10-16-78.

This surveillance was required because the fire protection heat detector system on RCP "C" was not operable.

The event constitutes a condition contrary to Technical Specification 3.21.A and is reportable in accordance with Technical Specification 6.6.2.b(3).

2. Probable Consequences/Status of Redundant Systems:

Although the hourly surveillance was missed, the unit process computer would have flagged high stator or bearing temperature through its alarm programs.

Therefore, the health and safety of the public were not affected.

Cause

This occurrence was brought about by the failure of operating personnel to restore the process-computer trend block which provides the surveillance data following a computer reinitialization.

4.

Immediate Corrective Action

Upon. the discovery of the unavailability of surveillance data, the computer tre:ld block was reinitiated.

Subsequently,_ the RCP "C" fire prevention *system detector was repaired.

Scheduled Corrective Action:

Tne -prcblem was corrected innnediately and no further action is deemed necessa...ry.

  • . 6. *Action Taken to Prevent Recurrence:

Operators were instructed on 10-17-78 to monitor once per hour::the temperature of the systems affected by the RCP."C" fire protection sensor failure.
