By letter dated December 16, 2015 (Reference 2), Susquehanna Nuclear, LLC (Susquehanna) submitted the required Decommissioning Funding Plan (DFP) update for the Susquehanna Independent Spent Fuel Storage Installation (ISFSI).

The Nuclear Regulatory Commission (NRC) staff reviewed Susquehanna's update and concluded that additional information is necessary to meet the intent of the requirement in 10 CFR 72.30(c). Specifically, the NRC needs additional information to determine that the events listed in 10 CFR 72.30(c)(l)-(4) have been specifically addressed with respect to the 2015 Susquehanna DFP update submittal. By letter dated December 13, 2018 (Reference 1 ), the additional information was requested. The Susquehanna response to the request for additional information (RAI) is provided in the enclosure to this letter.

This letter contains no new regulatory commitments.

Provide a revised DFP that includes information on the effect on decommissioning costs of each ofthe events listed in 10 CFR 72.30(c)(l)-(4): (1) spills of radioactive material producing additional residual radioactivity in onsite subsurface material, (2) facility modifications, (3) changes in authorized possession limits, and ( 4) actual remediation costs that exceed the previous cost estimate.

Susquehanna Response to RAI 1:

With respect to the 2015 DFP update for the Susquehanna ISFSI submitted to the NRC by letter dated December 16, 2015 (Reference 2), the following statements specifically address the events defined in 10 CFR 72.30(c):

1. There were no spills of radioactive material producing additional residual radioactivity in onsite subsurface material at the ISFSI between submittal of the ISFSI DFP submitted on December 15, 2012 (Reference 3) and the update submitted on December 16, 2015.
2. There were no facility modifications between submittal of the ISFSI DFP submitted on December 15, 2012 and the update submitted on December 16, 2015 that affected the decommissioning cost estimate.
3. There were no changes in authorized possession limits between the December 15, 2012 submittal and the December 16, 2015 submittal that affected the decommissioning cost estimate.
4. No active decommissioning has occurred; thus, there have not been any actual remediation costs that exceed the previous cost estimate.

Therefore, based on the above information and the fact that the events defined in 1 0 CFR 72.30( c )(1 )-( 4) have had no effect on decommissioning costs, Susquehanna has concluded that the DFP update provided in 2015 remains valid.
