This refers to the QA Program inspcction conducted by Mr. U D. Kelley of this office on October 4,1975, of your facility at Irvine, California, associated with tne manufacture of ASME,Section III, "N",
Clas; 1, 2, and 3 valves and to the discussions of our findings with you and. embers of your staff at the conclusion of the inspection.
This inspection was made to confirm that, in the areas insoectad, your QA Program is being ef fectively implemented. The inspection ef fort is not designed to assure that unique quality requirements imposed by a customer are being iirplemented; nor to assure that a specific product, cor?cnent or service provided by you to your customers, is of accept 2ble quality.
As you know, the NRC requires each of its licensees to assume full resp;nsibil-ity for the quality of spaci.fic products, ccmponents or services procured from others.
You should therefore nuc conclude that the NRC's inspection exempts you from inspactions by an URC licensee or his agents nor frco taking ef fective corrective action in response to their findings.
