Narrative

Rep' ort for LER 50-366/1980-015 On 1-31-80,

.with unit in steady state power operation, a

review of surveillance requirements revealed that 12 and 18-month surveillances for Tech Specs sections 4.7.6.1.e and 4.7.6.1.f.3 had not been performed.

The event can best be explained by referencing Licensee Event Report No.

50-366/1979 106 which was submitted on 9-17-79.

Listing all 18-month surveillances that were overdue based on a

misinterpretation of surveillance frequency initial commencement date.

Included in this list were several fire protection system surveillances; however, at.the time the list was fornulated section 4.7.6.1.e (which is a

12 month frequency that is alloued to be completed at 18 months) and

(

4.7.6.1.f 3 (which is the 18 month frequency) for cycling of

" testable valves" ucro considered non-applicable. This was due to misinterpretation of the term " testable valves" as meaning

" automatic valve".

Since that time

" testable valves" have been defined as including manual valves and, therefore, should have been included in the surveillance program.

Due to the misinterpretation of this term sections 4.7.6.1.e and 4.7.6.1.f.3 were not listed in Licensee Event Report No.

50-366/1979-106 and subsequently were not referenced in Amendment 12 to the Unit 2

Tech Specs which allowed an extension of the 18 month surveillance deadline date to 3-30-80.

This is a non-repetitive occurrence, and there were no effects on public health or safety due to this event.

Corrective action consisted of development and implementation of a procedure for cycling of testable (manual) valves.

This was geconplished on 1-18-80, by su.ccessful completion of procedure HNP-2-3364-E,

" Fire Protection Valve Cycling Surveillance".

This procedure has been inserted into the normal surveillance scheduling program.
