Spent Fuel Pool Level Low by 6-1/4 Inches Conditions Prior to Occurrence: The unit was in Mode 6, with Power (MWT) =, and Load (Gross MWE) = 0.

Description of Occurrence: On June 6, 1980, at 1020 hours0.0118 days <br />0.283 hours <br />0.00169 weeks <br />3.8811e-4 months <br />, during the performance cf Sur-eillance Test ST 5095.01, Water Level - Spent Fuel Fool, the equipment opera-tor found the spent fuel pool level to be at an elevation of 600 feet 4 inches plant olevation (above sea level) (22 f eet 5-3/4 ir.ches above the fuel assembly).

This is 6-1/4 inches below the requirement of Technical Specification 3.9.11, which re-quires 23 feet of water to be caintained over the top of irradiated fuel assemblies ceated in the storage racks.

The action statement requires the level to be restored within four hours. Level was restored by 1235 hours0.0143 days <br />0.343 hours <br />0.00204 weeks <br />4.699175e-4 months <br />.

Designation of Apparent Cause of Occurrence: The cause of the occurrence was an improper alarm setpoint. The high/ low level alarm actuates for a high level at 602 feet, but does not actuate for a low level until 600 feet (22 feet 1-3/4 inches above the fuel assemblies) which is 10-1/4 inches below the' Technical Specification required level of 23 feet. The alarm also has a tolerance of plus or minus 1.5 inches. There-fore, the low level alarm would not actuate until after the Technical Specification had been violated.

Analysis of Occurrence: There was no danger to the health and safety of the public or to station personnel.

There was 22 feet 5-3/4 inches of water covering the fuel assemblies which means the level was low by 6-1/4 inches.

The Technical Specification level was restored within 2 hours2.314815e-5 days <br />5.555556e-4 hours <br />3.306878e-6 weeks <br />7.61e-7 months <br /> and 15 minutes.

The event had no significant effect on pool radiation levels.

Corrective Action

By 1235 hours0.0143 days <br />0.343 hours <br />0.00204 weeks <br />4.699175e-4 months <br /> on June 6, 1980, the level was restored which removed the station from the action statement of Technical Specification 3.9.11.
